Former Memphis-Shelby County Schools Superintendent Alleges Sex Discrimination in New Lawsuit

Former Memphis-Shelby County Schools (MSCS) Superintendent Dr. Marie Feagins has expanded her legal battle against the school board, filing a new lawsuit that now includes claims of sex-based discrimination.

Wells indicated they are awaiting the EEOC’s findings before determining whether to file a lawsuit against Feagins.

In her lawsuit, Feagins specifically names former Superintendent Dr. Joris Ray and former Co-Interim Superintendent John Barker as examples of male administrators who received preferential treatment despite facing misconduct allegations.

Ray resigned from his position in August 2022 following the launch of an investigation into allegations that he had engaged in extramarital affairs with school district staff. Barker was placed on administrative leave in September 2022 but subsequently decided to retire after an internal investigation cleared him of wrongdoing.

The gender discrimination allegations represent an expansion of Feagins’ legal claims against the district. She initially filed a wrongful termination lawsuit in February 2025 after the board voted to terminate her four-year contract prematurely. That lawsuit alleged that board members had begun conspiring to remove her as early as August 2024, just four months after she was selected to lead the district.

The rapid deterioration of the relationship between Feagins and the school board highlights ongoing leadership instability within Tennessee’s largest school district. MSCS has faced multiple leadership transitions in recent years, creating challenges for consistent policy implementation and educational reform efforts.
