Immigration authorities have arrested a former Minnesota corrections officer on allegations of extensive immigration fraud spanning more than a decade, officials announced this week.
Morris Brown, a 45-year-old Liberian national, was taken into custody by U.S. Immigration and Customs Enforcement (ICE) officers in Minneapolis on January 15. According to the Department of Homeland Security (DHS), Brown had been living in the United States under false pretenses after his legal status expired years ago.
Federal officials report that Brown initially entered the United States in 2014 on a nonimmigrant student visa. However, that visa was terminated the following year after he failed to maintain the required course load at his educational institution.
“This individual tried every trick in the book to remain in the country illegally after losing his lawful status,” said U.S. Citizenship and Immigration Services Director Joseph Edlow. “We will use every tool at our disposal to ensure he faces justice for his many violations of the law.”
Brown’s case came to light during Operation Twin Shield, a DHS initiative launched in September that specifically targeted immigration fraud in the Minneapolis-St. Paul metropolitan area. The operation revealed that Brown had secured employment as a corrections officer with the Minnesota Department of Corrections (DOC), a position he held from May 2023 until October of the same year.
In response to the arrest, Minnesota DOC Commissioner Paul Schnell stated that the department had cooperated fully with federal investigators and had followed all required federal document verification procedures during Brown’s hiring process.
“If these federal allegations are accurate, this individual engaged in sophisticated efforts to misrepresent their identity, extending well beyond Minnesota,” Schnell said. “We are grateful to USCIS and ICE for their work in investigating and addressing immigration fraud.”
The allegations against Brown extend beyond his employment with the corrections department. According to DHS officials, he joined the Pennsylvania Army National Guard in 2014 but went absent without leave (AWOL) shortly thereafter. Military authorities eventually took Brown into custody, and in 2022, he was discharged from military service “under other than honorable conditions.”
Despite this dishonorable discharge, federal officials allege that Brown attempted to naturalize as a U.S. citizen two years later, citing his prior military service as grounds for citizenship. DHS characterized this application as “another commission of fraud.”
