Johnson has also criticized states like California that use their own funds to provide healthcare coverage to undocumented immigrants. While an earlier version of the Republican agenda bill contained provisions penalizing these states, these penalties were removed from the final legislation.
The Republican bill did eliminate states’ ability to obtain certain waivers related to provider taxes that help fund Medicaid, reducing the federal matching funds states can receive.
