Maine’s Secretary of State Debunks GOP Voter Fraud Allegations After Investigation

Maine Secretary of State Shenna Bellows announced Tuesday that a comprehensive investigation has cleared all 51 individuals accused by the Maine Republican Party of double voting in state elections. The investigation, conducted by the Elections Division, found no evidence to support any of the allegations.

“Mainers can be reassured that following a thorough investigation, my office has confirmed that none of the 51 names provided by the Maine GOP had voted twice in the same election,” Bellows said in a letter to the Maine Republican Party. “We are proud of Maine’s safe, free, and secure elections.”

The investigation revealed several explanations for what the GOP had flagged as potential fraud. In 11 cases, names that appeared to belong to the same individual actually represented different people. Another 19 records showed duplicate voting participation history, but these were administrative errors made by local municipalities rather than actual instances of double voting.

The remaining 21 cases required minor administrative corrections, such as resolving duplicate voter records, but none involved illegal voting. One individual accused of voting twice had legally participated in both municipal and state elections held on the same date in June 2024—separate elections where voting in both is permitted.

Bellows expressed concern about the public nature of the accusations, noting that the 51 individuals had their names and addresses shared with media outlets before any official investigation took place.

“It’s not only unfair to the individuals wrongly accused but also an insult to the hardworking state and local election officials to make false accusations of criminal activity,” Bellows stated.

Maine’s election officials routinely conduct detailed inspections of voter rolls after each election to identify discrepancies and potential violations. This process has been effective in the past—following the 2020 election, officials identified two individuals who had actually voted twice, resulting in successful prosecutions by the Maine Attorney General’s Office.

Duplicate records in voter databases are not uncommon, particularly when residents move between municipalities within the state. In January 2024, the Elections Division reported to the Maine Legislature’s Veterans and Legal Affairs Committee that 1,191 duplicate records had been removed from the statewide voter registration database as part of routine maintenance.

Since that report, the division has canceled an additional 180,584 voter records for remaining in inactive status through two general elections—a standard practice to maintain accurate voter rolls.

To ensure accuracy and consistency, duplicate record resolution is handled centrally by the state Elections Division rather than by municipal clerks, who only have access to records within their jurisdiction.

Bellows encouraged the Maine GOP to bring any future concerns directly to the Department of Secretary of State for proper investigation rather than making public accusations.

“Maine GOP leadership may have been unaware of the meticulous detail that goes into voter list maintenance by the nonpartisan staff of the Elections Division, but if they have future concerns, I hope that they will bring them to the appropriate authorities for proper investigation,” she said.

The Secretary’s announcement comes amid heightened national attention to election integrity and voter fraud allegations. Maine, with its reputation for clean elections and high voter participation, has maintained robust systems for detecting and preventing actual voting irregularities while ensuring all eligible voters can participate.

The debunked allegations highlight the tension between vigilance against fraud and the potential for unfounded accusations to undermine public confidence in the electoral system.
