The European Union’s top diplomat, Kaja Kallas, has been compelled by court order to publicly retract false statements made about an Estonian opposition politician in 2022, marking a significant blow to her credibility as she navigates her role as the EU’s foreign policy chief.

In a Facebook post published Saturday, Kallas acknowledged publishing “false factual claims” on February 17, 2022, when she was serving as Estonia’s prime minister. Her original post had falsely accused Varro Vooglaid, a member of parliament from the Conservative People’s Party of Estonia (EKRE), and his organization, the Foundation for the Protection of Family and Tradition (SAPTK), of organizing protests where police were allegedly attacked.

“These claims are untrue,” Kallas wrote in her court-mandated retraction. She also admitted falsely linking Vooglaid and EKRE to a demonstration against COVID-19 restrictions held in Tallinn’s Freedom Square on October 23, 2021. Notably, her statement contained no apology to either plaintiff.

The case dates back to 2022 when Vooglaid and SAPTK initiated legal proceedings against Kallas, asserting her claims had no factual basis. An Estonian court ruled in their favor last year, confirming that no police were attacked at rallies organized by the plaintiffs and that neither was connected to the Tallinn demonstration. The ruling became final earlier this week when Estonia’s Supreme Court declined to hear Kallas’ appeal.

This incident adds to growing scrutiny of Kallas’ public statements since assuming the role of EU High Representative for Foreign Affairs and Security Policy. She has recently faced criticism for claiming that Russia has “invaded at least 19 countries” over the past century without any having “ever invaded or attacked Russia” – an assertion that historians have questioned for overlooking complex historical contexts including the Soviet-Finnish War and Nazi Germany’s invasion of the Soviet Union.

Her comments expressing surprise that Russia and China played significant roles in defeating fascism during World War II prompted Russian Foreign Minister Sergey Lavrov to suggest she “study history” – further inflaming diplomatic tensions between the EU and Russia during an already strained period.
