Los Angeles County has launched a formal investigation into potential fraud related to thousands of childhood sexual abuse claims filed under a California law that temporarily expanded the statute of limitations for such cases.

County Counsel Dawyn R. Harrison issued an administrative subpoena to DTLA Law Group on February 25, demanding documents related to the firm’s handling of claims filed against the county under Assembly Bill 218. The investigation is being conducted under California’s Unfair Competition Law, which prohibits fraudulent business practices.

AB 218, passed in 2019, created a three-year “lookback window” allowing victims of childhood sexual abuse to file lawsuits regardless of when the alleged abuse occurred. This temporary suspension of the statute of limitations led to a flood of claims against various institutions, including Los Angeles County.

Investigators are specifically examining whether attorneys, recruiters, or medical professionals engaged in fraudulent practices, including the submission of false claims. The county has established a dedicated AB 218 Fraud Hotline at (844) 901-0001 and created a website at fraud.lacounty.gov/ab218 where individuals can report suspected fraudulent activities.

The investigation follows the referral of DTLA Law Group’s conduct to both the California State Bar and the Los Angeles County District Attorney’s Office. The State Bar has reportedly launched its own investigation and subpoenaed thousands of documents from the firm.

Los Angeles County has been inundated with more than 16,000 claims since AB 218 took effect. In April 2025, the county agreed to a massive $4 billion settlement covering approximately 6,800 claimants. Just six months later, in October 2025, the county reached an additional $828 million settlement agreement covering more than 400 cases.

The scale of these settlements has raised concerns about potential fraud. Legal experts note that while AB 218 was designed to provide justice for genuine victims of childhood sexual abuse, the temporary lifting of the statute of limitations may have created opportunities for exploitation.

“Lookback windows create unique challenges for verifying claims, especially those involving alleged incidents from decades ago,” said Eleanor Martinez, a legal ethics professor at UCLA Law School who is not involved in the investigation. “While most claims are likely legitimate, the sheer volume and financial stakes involved make proper vetting essential.”

The county’s investigation comes amid growing scrutiny nationwide of mass tort litigation and the practices of law firms specializing in such cases. Critics have pointed to aggressive advertising, third-party litigation funding, and the use of non-attorney “claim generators” as potentially problematic practices in mass tort cases.

For Los Angeles County taxpayers, the financial implications of these settlements are significant. The combined $4.8 billion in settlements represents one of the largest payouts by a municipal entity in U.S. history for sexual abuse claims. County officials have indicated that special bonds may need to be issued to cover these obligations.

DTLA Law Group has not publicly responded to the investigation announcement. The firm’s website describes it as specializing in personal injury and accident cases throughout Southern California.
