The Telangana government’s struggle to secure central funding under the Jal Jeevan Mission has been hampered by inflated claims made by the previous administration about water connectivity, a senior state minister revealed during an Assembly session on Saturday.

Panchayat Raj Minister Danasari Anasuya, popularly known as Seethakka, told legislators in Hyderabad that the former Bharat Rashtra Samithi (BRS) government’s assertion of achieving 100 percent household water connection coverage through Mission Bhagiratha has backfired on the state.

“We have repeatedly asked the Centre to release funds under the Jal Jeevan Mission, but the Centre says Telangana has already achieved 100 percent piped drinking water connectivity,” Seethakka explained during her address to the Assembly.

A recent survey conducted by the current administration has exposed significant gaps in the water supply network. According to the minister, approximately four lakh homes across Telangana still lack tap water connections entirely. Additionally, seven lakh households with existing connections are not receiving water from Mission Bhagiratha due to various technical and supply-related challenges.

“Of the existing connections, anywhere from five to 15 percent are facing daily supply problems,” Seethakka noted, highlighting the inconsistency in service delivery even where infrastructure exists.

The state government has been seeking Rs 16,100 crore in central assistance through the Jal Jeevan Mission, a flagship program launched by the Union Government in 2019 to provide functional household tap connections to every rural home by 2024. However, these requests have hit a roadblock because of the previous administration’s premature declarations of universal coverage.

The discrepancy between reported and actual coverage has placed Telangana in a difficult position. While the state was showcased nationally as a model for rural water supply implementation through Mission Bhagiratha, the ground reality appears considerably different.

Mission Bhagiratha, launched by the previous government under K. Chandrashekar Rao, was designed as a comprehensive drinking water supply project to provide piped water to every household in the state. The program received significant attention and was frequently highlighted as one of the BRS government’s flagship achievements.

The revelation comes at a critical time for rural water infrastructure development across India. The Jal Jeevan Mission has been a centerpiece of the central government’s rural development agenda, with states competing for funding based on their implementation progress and coverage metrics.

Water infrastructure challenges are particularly significant in Telangana’s rural areas, where groundwater depletion and seasonal scarcity have historically affected agricultural productivity and public health. The discrepancy in coverage now identified by the current administration suggests that many rural communities continue to face water insecurity despite official claims to the contrary.

The minister’s statements reflect a growing pattern of the current Congress government in Telangana reviewing and reassessing claims and achievements reported by the previous BRS administration, which governed the state from its formation in 2014 until the most recent elections.

For residents in the affected households, the political dispute over statistics translates to continued challenges in accessing clean, piped water – a basic necessity that impacts health outcomes, productivity, and quality of life, particularly for women and children who traditionally bear the burden of water collection in rural communities.
