Muslim Civil Rights Group Challenges Texas Education Board Member Over Misrepresentation of Testimony

The Texas chapter of the Council on American-Islamic Relations (CAIR-Texas) has publicly confronted a Texas State Board of Education member for what they describe as false and misleading characterizations of testimony presented during the ongoing review of social studies curriculum standards.

The dispute centers around testimony delivered by Shaimaa Zayan, CAIR-Austin Operations Manager, at a February 25 board meeting. Zayan spoke about the historical contributions of Muslim African Americans in U.S. and Texas history, highlighting the roles of enslaved Africans who practiced Islam and prominent Muslim civil rights figures like Malcolm X and Muhammad Ali.

According to CAIR-Texas, board member Julie Pickren (District 7) left the room during Zayan’s presentation and later released a video in which she claimed to address “CAIR’s demands.” In the video, Pickren alleged that the organization had made requests such as eliminating teachings about Christopher Columbus from school curricula—claims that CAIR-Texas firmly denies making.

“Discussion and disagreement are part of the democratic process,” Zayan stated. “However, spreading falsehoods, misrepresenting testimony, and publicly smearing community members who are advocating for historically accurate education crosses a dangerous line. Texas students deserve an education rooted in facts, not fearmongering or favoritism.”

The incident occurs amid Texas’ review of its Social Studies Texas Essential Knowledge and Skills (TEKS), which establishes the curriculum standards for public schools across the state. CAIR-Texas representatives have been actively participating in this process, advocating for accurate representation of Muslims in world, U.S., and Texas history curricula.

Following the video’s release, Zayan reportedly emailed Pickren seeking clarification about the alleged demands mentioned in the video but has not received a response. She has also formally requested guidance from the SBOE Member Support Manager regarding potential violations of board conduct and decorum standards.

This controversy highlights ongoing tensions in Texas education policy, where curriculum content has become increasingly politicized. The state’s Board of Education has been a battleground for debates over how historical events, religious influences, and cultural contributions should be presented to students.

CAIR representatives claim they have faced intimidation at board meetings despite providing factual testimony. In one incident captured on video, a person can be heard saying, “I won’t listen to them push sharia in our schools,” reflecting the charged atmosphere surrounding these discussions.

The stakes are high in this curriculum review process. Texas is one of the nation’s largest purchasers of textbooks, and decisions made by its education board can influence content in materials used across multiple states. This “Texas effect” on educational publishing makes these curriculum debates nationally significant.

CAIR-Texas has called on the State Board of Education to maintain respectful, fact-based discussions and ensure that curriculum decisions reflect scholarly consensus rather than political positions or bias against marginalized communities.

The organization, whose stated mission is to protect civil rights, enhance understanding of Islam, promote justice, and empower American Muslims, continues to participate in the curriculum review process despite these challenges.

As the TEKS review continues, this incident underscores the complex intersection of education policy, religious representation, and civil discourse in Texas public education—issues that will likely remain contentious as the board works toward finalizing the new social studies standards.
