Kyrgyz Authorities Clamp Down on Fake Accounts Spreading Disinformation
The Ministry of Internal Affairs of Kyrgyzstan has intensified its efforts to combat fake social media accounts that spread false information about the government and high-ranking officials, Deputy Minister Nurbek Abdiev announced during a parliamentary session on Tuesday.
Speaking at the Zhogorku Kenesh (Parliament) meeting, Abdiev detailed the ministry’s ongoing operations while lawmakers discussed the implementation of a June 2025 resolution on measures to combat fraudulent crimes in the banking sector and on the internet.
“Our specialized units actively monitor online platforms for such activities,” Abdiev told lawmakers. “Just yesterday, we detained a woman who had created two accounts and was spreading false information about our state. An investigation into this case is currently underway.”
The issue was raised by MP Zhyldyz Egemberdieva, who expressed concern about fake accounts that “defame people and create chaos in the country.” She questioned whether the cybersecurity department was adequately monitoring such accounts and what penalties were being imposed on offenders.
Abdiev assured parliamentarians that each complaint regarding social media misconduct is thoroughly reviewed. “If an account publishes false information or defames someone, appropriate legal measures are taken,” he stated.
This crackdown comes amid growing government concerns about the potential for social media to destabilize the country’s political environment. Earlier, the ministry reported the detention of journalist Altynai Arstanbekova in Bishkek on suspicion of publishing materials allegedly calling for mass unrest.
According to ministry officials, their monitoring identified a Facebook account under the name “Daniel Zhooshbaev” on March 9, which allegedly published content aimed at discrediting Kyrgyz authorities and aggravating socio-political tensions. The ministry claimed that comments under these posts contained messages that could potentially lead to destabilization and public disorder.
The government’s actions have raised questions among press freedom advocates and civil society organizations in Central Asia. Kyrgyzstan, once considered one of the region’s more progressive countries regarding media freedom, has faced increasing scrutiny over its handling of online speech in recent years.
Media rights groups point out that the line between legitimate criticism of government actions and what authorities deem “false information” often remains unclear, potentially creating a chilling effect on free expression.
The intensified monitoring comes amid a broader regional trend across Central Asia, where governments have tightened control over online spaces, citing concerns about misinformation and public safety.
Digital rights experts note that Kyrgyzstan’s approach to online content moderation could have significant implications for free speech in the country, particularly as digital platforms become increasingly central to political discourse.
The parliamentary resolution being discussed reflects growing concern among Kyrgyz authorities about various forms of online crime, from banking fraud to political disinformation. However, critics worry that broadly defined provisions against “false information” could potentially be used to target legitimate political opposition or independent journalism.
As the country navigates these tensions between security concerns and free expression rights, the outcome of current investigations—including that of Arstanbekova—will likely set important precedents for how Kyrgyz authorities handle online speech moving forward.
The Interior Ministry has not provided details about the specific legal charges being pursued in recent cases, nor statistics on how many accounts have been flagged or individuals detained under the monitoring program.
