As the 2024 election cycle intensifies across the United States, the convergence of political campaigning and rapidly advancing artificial intelligence technology has created new challenges in the fight against misinformation. Experts warn that distinguishing legitimate news from fabricated content has never been more difficult, with AI tools enabling the creation of increasingly sophisticated fake news.

Virginia Tech researchers have identified key concerns and potential solutions as voters navigate this complex information landscape. The emergence of tools like OpenAI’s Sora, which generates remarkably realistic video content, has heightened worries about the potential flood of convincing fake footage during the campaign season.

“The ability to create websites that host fake news has been around since the inception of the Internet,” notes Walid Saad, an engineering and machine learning expert at Virginia Tech. “With the advent of AI, it became easier to sift through large amounts of information and create ‘believable’ stories and articles.”

Saad explains that Large Language Models (LLMs) have dramatically lowered the technical barriers for creating convincing fake content. These AI systems, trained on vast datasets of human writing, can now produce articles that appear credible and well-researched, making detection increasingly challenging.

The economic incentives behind fake news operations remain straightforward – as long as misinformation attracts attention and shares on social networks, the creators will continue producing it. This attention-driven ecosystem thrives on emotional content that provokes strong reactions from readers.

Ironically, while AI has exacerbated the problem, it may also offer solutions. “LLMs have contributed to the proliferation of fake news, but they also present potential tools to detect and weed out misinformation,” Saad says, emphasizing that human oversight remains essential in this process.

The legal landscape around AI-generated misinformation presents its own complications. Cayce Myers, a communications policy expert at Virginia Tech, points out that Section 230 of the Communications Decency Act shields social media platforms from responsibility for user-generated content, including AI-created disinformation.

“Legal accountability for deepfake content presents certain logistical problems,” Myers explains. “Many of the individuals creating the content may never be identified or caught. Some of these content creators live outside of the nation in which their content gets posted, which makes it harder to hold them accountable.”

The global nature of the challenge is particularly relevant in 2024, with major elections scheduled in the United States, United Kingdom, India, and European Union countries – all potential targets for sophisticated disinformation campaigns.

Myers notes that technological developments like Sora demonstrate why concerns about AI and disinformation have reached new heights. While not yet publicly available, such tools illustrate how users will soon face few barriers to creating high-quality AI-generated content that is indistinguishable from authentic footage.

Traditional safeguards like digital watermarks and disclosure requirements may prove insufficient, as these can be removed or altered. This creates what Myers describes as “a new political reality where disinformation will be higher quality and more prolific.”

For voters navigating this complex landscape, digital literacy offers the best defense. Julia Feerrar, a librarian and digital literacy educator at Virginia Tech, recommends specific strategies to identify potential misinformation.

“One of the most powerful things you can do is to look at where content is coming from,” Feerrar advises. “Is it from a reputable, professional news organization or from a website or account you don’t recognize?”

She encourages “lateral reading” – searching beyond the content itself to verify its source. This might involve opening a new browser tab to search for information about an unfamiliar website or checking whether other trusted news outlets are reporting the same story.

Feerrar also points to emotional manipulation as a red flag. “Fake news content is often designed to appeal to our emotions — it’s important to take a pause when something online sparks a big emotional reaction,” she notes.

Other warning signs include generic website titles, error messages indicating AI usage policy violations, and unnatural elements in AI-generated images, such as distorted hands or hyper-realistic appearances.

As the 2024 election approaches, the experts agree that combating AI-generated misinformation will require a multi-faceted approach combining technological solutions, regulatory frameworks, and enhanced digital literacy among voters.
