Philippine Interior Secretary Denies Issuing Statement on Flood Control Controversies

Interior Secretary Jonvic Remulla has firmly denied viral social media claims suggesting he urged Filipinos to “move on” from flood control corruption investigations. The fabricated statement, which has spread widely across Facebook and Instagram since February, falsely quoted Remulla as saying citizens should shift their attention away from flood control issues as summer approaches and focus instead on the health risks of counterfeit cigarettes.

“That’s totally false. Nothing will stop this administration from pursuing the flood control conspirators. Nothing. I never said that,” Remulla told Rappler in a March 18 email, categorically rejecting the fabricated quote.

The viral content originated from a Facebook page called “Ikulong na yan Mga Kurakot” (Jail the Corrupt), which has over 405,000 followers. The page’s quote card, first posted on February 20, has garnered more than 431,000 reactions, 53,700 comments, and 22,000 shares. Despite being debunked, the false information continued circulating well into March.

The Department of the Interior and Local Government (DILG) issued an official statement on February 22 condemning the misinformation. “At a time when the country is facing real challenges that demand focus, unity, and responsible discourse, it is deeply disappointing that someone would fabricate statements and falsely attribute them to a public official,” the agency stated.

The DILG further warned that “disinformation has consequences” as it “undermines public trust, distracts from urgent governance work, and creates confusion when Filipinos deserve facts and verified information.”

The timing of this misinformation campaign is particularly significant, as it circulated while Remulla was actively involved in the ongoing flood control controversy investigation. In the weeks prior to the fake posts, Remulla had been regularly updating the public on efforts to charge and arrest suspects in the case, including the arrest of former senator Bong Revilla and attempts to bring resigned lawmaker Zaldy Co back to the Philippines.

Remulla had previously claimed that government contractors implicated in the flood control scandal attempted to bribe both him and his brother, Ombudsman Jesus Crispin “Boying” Remulla, according to January reports from Philippine media.

The fake quote’s reference to counterfeit cigarettes likely aimed to create a plausible connection to Remulla’s legitimate work in this area. The DILG has indeed been cracking down on illegal tobacco operations, including the recent dismantling of a suspected illegal cigarette factory in Cavite. In February, Remulla had claimed that two unnamed Northern Luzon lawmakers were behind another illegal cigarette factory in Pampanga that allegedly produced approximately P4.5 billion worth of cigarettes.

This is not the first instance of fabricated statements being attributed to Philippine officials regarding the flood control controversies. Fact-checking organizations have previously debunked similar misinformation campaigns targeting other public figures.

The flood control controversy remains a significant political issue in the Philippines, involving allegations of corruption in infrastructure projects meant to mitigate flooding in various regions.
