Fatal Shootings by ICE Officers Raise Concerns Amid Flood of AI-Generated Misinformation
Immigration enforcement actions under the Trump administration have turned deadly, with two U.S. citizens killed by Immigration and Customs Enforcement (ICE) officers within the same month, raising serious questions about official accounts of these incidents.
Cell phone footage from witnesses in Minneapolis contradicts the Department of Homeland Security’s initial claims about the fatal shooting of Alex Pretti, a 37-year-old ICU nurse. Videos show multiple ICE agents tackling Pretti to the ground and then shooting him. Despite official statements claiming Pretti had drawn his weapon, the footage clearly shows an ICE officer removing Pretti’s holstered gun from his belt before the shooting occurred.
This follows another fatal incident earlier this month when ICE agents shot 37-year-old Renee Good as she was driving away in her car. Multiple video angles contradict the official narrative that Good was attempting to run over an officer. Instead, footage shows agents firing point-blank through her window.
These troubling incidents are occurring amid a deluge of misinformation online. Social media platforms have been flooded with a mix of authentic eyewitness videos and sophisticated AI-generated fakes, making it increasingly difficult for the public to discern fact from fiction. The Las Vegas Metropolitan Police Department recently issued a warning about the rise of AI-generated content falsely depicting their officers, emphasizing they “do not participate in proactive immigration enforcement activities.”
Media verification teams have identified numerous examples of fabricated content circulating widely online. One viral claim suggested local police were arresting ICE officers, supported by videos that appeared authentic at first glance. However, close inspection revealed telltale signs of AI generation: nonsensical subway signs like “Sotreé Seet,” garbled text on uniforms reading “pice” and “IICE,” and unnatural body movements reminiscent of video game characters rather than real people.
Another set of fabricated videos purported to show ICE agents entering California State University classrooms and appearing at high school soccer matches. These videos contain obvious markers of AI creation, including the Sora logo (an AI video generation tool) appearing briefly in the university classroom footage. The soccer match video features distorted faces in the crowd and nonsensical text on signs, prompting TikTok to add a warning label identifying it as AI-generated content.
“One of the problems with all of the AI-generated content and fake videos circulating among the real videos is it becomes very difficult to distinguish what is real,” says Courtney Radsch, Director of the Center for Journalism and Liberty at the Open Markets Institute. As AI tools become increasingly accessible to the general public, the technical barriers to creating convincing fakes have dramatically lowered.
Experts warn that disinformation campaigns may be intentionally flooding platforms with fake videos to undermine the credibility of authentic footage documenting genuine ICE misconduct. Brittani Kollar, deputy director of the Poynter Institute’s MediaWise digital literacy project, notes that viral deepfakes often receive significantly more views than subsequent fact-checks, creating a dangerous information environment.
“Viral deepfakes can in fact drown out real videos when it comes to algorithms because more people are watching the deepfakes,” Kollar told DW. This phenomenon “could undermine legal processes, undermine trust in video evidence, undermine trust in eyewitness accounts,” according to Radsch.
While identifying AI-generated content remains possible, it’s becoming increasingly challenging as the technology rapidly advances. Today’s generation of AI tools produces fewer obvious errors like unnatural eye blinking or distorted reflections that made earlier fakes easier to spot. Detection tools exist but struggle to keep pace with evolving generation capabilities.
Media literacy experts recommend looking for telltale signs: watermarks from AI tools, oddly phrased text, inconsistent lighting, sensationalist captions lacking context, and verification from reputable news sources. However, Radsch acknowledges that “it’s virtually impossible to tell real from fake in many cases… Even sophisticated experts can’t necessarily do that.”
The motivations behind creating these fabricated videos vary. Some creators have political agendas aimed at disrupting public discourse, while others are simply trolls seeking to cause confusion. However, economic incentives also play a significant role.
“People are creating this content because it’s profitable,” Radsch explains. Controversial topics like immigration raids generate significant engagement, translating to follower growth and advertising revenue. With minimal regulation on how AI-generated content can be monetized, social media platforms effectively reward the creation of sensational but false content.
The most alarming consequence, according to experts, is the erosion of public trust in visual evidence entirely. When people cannot confidently determine what’s real, many simply disengage from news consumption altogether, creating a dangerous information vacuum in which official misconduct can thrive unchecked.
