Filipino Senator Risa Hontiveros has become the target of false information circulating widely on social media, with fabricated claims that she intends to file a case with the International Criminal Court against Israel and former U.S. President Donald Trump.
The misinformation, which has spread across multiple pro-Duterte Facebook groups with thousands of members, falsely attributes a quote to Hontiveros stating: “I will file a case against Israel and Donald Trump at the ICC. They have already violated many human rights laws in Iran.”
An investigation into the senator’s recent public statements reveals no evidence that she ever made such remarks. The fabricated content appears to originate primarily from posts by an individual named “Lexif Godiben,” who has shared the claim repeatedly across various Facebook groups, including “The Best Ka Inday Sara,” which has approximately 142,000 members.
The posts feature an image of Hontiveros speaking, overlaid with the fabricated quote labeled as “breaking news.” Accompanying captions mock the senator, suggesting she made inappropriate jokes about the Middle East conflict in a misguided attempt to boost her political profile. As of the most recent count, one of these posts has garnered over 2,100 reactions, 1,000 comments, and 39 shares, with numerous reposts across different groups.
The facts contradict these claims entirely. On March 2, Hontiveros did hold a press conference addressing tensions between the United States, Israel, and Iran, during which she called for an end to the conflict and urged a return to diplomatic negotiations regarding nuclear disputes. This statement came in the context of a Filipino caregiver, Mary Ann De Vera, who was killed in Israel while helping a patient reach a bomb shelter amid ongoing regional tensions.
However, at no point during the 11-minute livestreamed press conference did Hontiveros mention filing any case with the ICC against Israel or Trump. No such statement appears on her official social media platforms or in any credible news reports.
The ICC process itself makes the claim implausible. Cases at the International Criminal Court typically begin with preliminary examinations conducted by ICC prosecutors, either initiated independently or through referrals from member states or the UN Security Council. Prosecutors must determine whether sufficient evidence exists of serious crimes within the court’s jurisdiction, whether genuine national proceedings are taking place, and whether an investigation would serve justice and victims’ interests.
Only after meeting these criteria can a prosecutor proceed to a formal investigation. This same process recently led to ICC arrest warrants against Israeli Prime Minister Benjamin Netanyahu and former defense minister Yoav Gallant following an investigation into alleged war crimes and crimes against humanity during the Gaza conflict.
The tensions between the U.S., Israel, and Iran have complex origins, stemming largely from failed negotiations over Iran’s nuclear program. Prior to the current escalation, the U.S. and Iran were engaged in negotiations mediated by Oman to reach a nuclear agreement. These talks collapsed when Iran insisted on its “inalienable right” to uranium enrichment while rejecting the U.S. proposal for zero enrichment.
