Philippine authorities have confirmed that a viral video showing a man raging against high business permit fees is entirely AI-generated, marking another instance of sophisticated fake content circulating on social media platforms.

The video, which has amassed over 4.1 million views since being posted on February 5 by “News Express,” a pro-Duterte Facebook page, depicts a man angrily confronting staff at what appears to be a government treasury office. In the footage, the individual claims that a ₱10,000 business permit fee is financially devastating small store owners across the country.

“Sampung libo ang permit ng maliit na tindahan, paano namin mababayaran?!” the man shouts in Tagalog, translating to “A small store’s permit costs ten thousand pesos, how can we afford to pay that?!” He continues by alleging that shopping malls owned by politicians receive tax exemptions while small businesses are burdened with excessive fees.

The emotional appeal resonated with thousands of Filipinos, particularly as the video circulated during business permit renewal season. The post generated more than 20,300 reactions, 1,700 comments, and 14,300 shares, with many viewers expressing solidarity with the supposed small business owner.

One commenter wrote, “puro kurap ang pilipinas kaya walang asenso,” suggesting widespread corruption in the Philippines prevents progress, while others criticized what they perceived as government oppression of small entrepreneurs.

However, careful analysis by fact-checkers reveals multiple tell-tale signs of artificial intelligence manipulation. The video exhibits several visual inconsistencies common in AI-generated content, including unnatural physics when papers fall from the man’s hands. Rather than fluttering naturally to the ground, the documents drop stiffly and bounce unnaturally upon hitting the floor.

Additional evidence of fabrication includes asset duplication, with fallen papers appearing identical to those held by the man. The video also displays inconsistent quality—blurry in some areas while other elements remain oddly sharp and smooth, characteristics typical of AI rendering.

Perhaps most damning is the fabricated administrative context. The video features a poster displaying “BUSINESS PERMIT” with the name “Mayor J. Santer”—an official who does not exist according to the Department of the Interior and Local Government’s official directory of local government officials for 2025-2028. Below this fictional mayor’s name appears “ZHAR SENGKAN,” text that corresponds to no recognizable Filipino name, office, or official terminology.

This incident highlights the growing sophistication of AI-generated disinformation in the Philippines, where social media plays a crucial role in public discourse. Digital literacy experts have increasingly warned about the dangers of such content, which can manipulate public opinion and inflame tensions around legitimate economic concerns.

While the challenges faced by small business owners in the Philippines—including navigating bureaucratic processes and paying regulatory fees—are genuine issues worthy of public debate, misinformation spread through fabricated content undermines constructive dialogue.

Government officials have not yet commented specifically on this viral fake video, but the Department of Information and Communications Technology has previously emphasized the need for heightened awareness regarding AI-generated content on social media platforms.

As AI technology becomes more accessible and its outputs more convincing, media literacy organizations emphasize the importance of verifying sources and examining content critically before sharing potentially misleading information online.
