A widely circulated video showing police handcuffing two young boys in northern England has sparked controversy after being misrepresented on social media as an arrest for fishing without a license. Fact-checking efforts by Reuters have revealed the incident had nothing to do with fishing and instead stemmed from a public report of a youth carrying a knife.

The misleading narrative spread rapidly across social media platforms in early October. A Facebook post shared a screenshot of the video with the caption claiming it showed an incident in London where “British police brilliantly demonstrate their priorities heroically arresting a white child for fishing in the Thames.” A similar claim appeared on Instagram, incorrectly stating the boys had been arrested for fishing without a license.

In the footage, fishing rods can be seen on the ground while police officers handle two handcuffed boys, one of whom appears visibly upset. While the Instagram post correctly identified the officers as belonging to Cumbria Police, both social media accounts fundamentally mischaracterized what actually occurred.

Cumbria Police has confirmed to Reuters that the incident took place on May 22 in Kirkby Lonsdale, a market town in Cumbria, approximately 240 miles (386 kilometers) north of London. According to an official statement from South Lakes Police, officers were responding to a report from a member of the public about “a youth in a camouflage jacket with a knife.”

“A search was carried out and no knife located, and the handcuffs removed,” the police statement explained. Officers had located the two boys based on the description provided in the report and handcuffed them as a precautionary measure during the search.

The incident received coverage from both local and national media outlets at the time it occurred in May. However, the video resurfaced months later with the false narrative about fishing arrests attached, gaining significant traction online.

The misrepresentation of police actions in this case comes amid ongoing public debate in the United Kingdom about policing priorities and the handling of youth encounters. In recent years, there has been increased scrutiny of how law enforcement agencies interact with young people, particularly in cases involving searches or detainment.

Fishing regulations in England are enforced by the Environment Agency rather than local police forces. The Environment Agency issues fishing licenses, and while fishing without a proper license is an offense, it typically results in fines rather than handcuffs and arrest, especially for minors.

This incident highlights the speed at which misinformation can spread online, particularly when content is presented without proper context. The original video, showing what appeared to be young boys being handcuffed while fishing equipment was visible nearby, created a perfect storm for misinterpretation and inflammatory commentary.

Police procedures for searching minors under suspicion have their own set of protocols and guidelines. Standard practice often includes temporarily restraining individuals during searches when responding to reports of potential weapons, though such actions frequently attract public attention and debate.

Reuters’ fact-checking team was unable to reach the families of the boys for comment on the incident or its subsequent misrepresentation online.

The verdict on this case is clear: the video was miscaptioned. Cumbria Police have confirmed that the officers handcuffed the two boys to conduct a search following a public report about a knife, not to arrest them for fishing. Once officers determined no knife was present, the handcuffs were removed, and no arrests were made.
