London’s Freedom Pass System Not Extended to Asylum Seekers, Officials Confirm
Social media claims that asylum seekers in London are receiving free travel passes have been debunked by local authorities, who confirm that the city’s Freedom Pass program remains strictly tied to age and disability requirements rather than immigration status.
The claims, which garnered over 500,000 views on X (formerly Twitter) and spread widely on Facebook, suggested that asylum seekers were being given special access to London’s public transportation network while “natives” continued to pay increasing fares. One viral post stated: “NEW. Asylum seekers are getting TFL Freedom Passes for COST-FREE travel across London – including tubes, overground & buses.”
London Councils, the organization that manages the Freedom Pass scheme, has categorically denied these assertions. A spokesperson clarified that there are no provisions that allow asylum seekers automatic access to the program, which has been in operation since 1973. The authority emphasized that it does not collect or maintain data on the immigration or asylum status of Freedom Pass holders.
According to official eligibility guidelines, Freedom Pass applicants must provide proof of primary residence in London and meet specific criteria. The passes are available to London residents aged 66 and over or those with qualifying disabilities, including individuals who are blind or partially sighted, deaf, or unable to walk due to disability or injury.
Both Transport for London and the Mayor of London’s office have confirmed that the social media claims are false. While asylum seekers may apply for existing transport discounts available to the general public, there is no special program providing them with Freedom Passes.
The misrepresentation appears to stem from a July 2020 post by a person with sickle cell disease who was informing fellow sufferers that their condition qualified them for a Freedom Pass. This original image was later repurposed to support the false narrative about asylum seekers.
While some limited regional initiatives do exist in the UK, they are not connected to London’s Freedom Pass system. The Scottish government has announced plans to reintroduce free bus travel for asylum seekers in its 2025-26 budget, and Oxfordshire County Council operates a free bus pass scheme for asylum seekers that was extended for another year in July 2025. However, these are separate programs with different eligibility requirements.
Britain’s Home Office currently provides asylum seekers with a weekly allowance of £49.18 ($64.21), or £9.95 if their accommodation includes meals. There is no mention of free travel on public transport as part of this support package. The government did launch a review in September 2025 following a BBC investigation that claimed the Home Office was funding taxis to transport migrants to official appointments, but this is unrelated to the Freedom Pass system.
This is not the first time misleading claims about free transportation for immigrants have circulated online. Earlier in 2024, Reuters debunked similar posts suggesting the British government was introducing free bus fares specifically for immigrants.
The Freedom Pass remains one of London’s longest-running transport initiatives, providing vital mobility support to elderly and disabled residents regardless of their country of origin or immigration status.
