The rumors of former Philippine President Rodrigo Duterte’s return to his home country are entirely false, according to fact-checkers who have debunked a widely shared social media video claiming he had been released from International Criminal Court (ICC) custody.

The misleading Facebook Reel, posted by a user named “Ro Se” on March 6, has garnered significant attention with approximately 780 reactions, 279 comments, 186 shares, and 43,000 views. The post declared “GOOD NEWS: Former president Rodrigo Duterte has already returned to the country. Welcome home,” accompanied by manipulated footage from the news program Balitanghali on the GTV network.

In reality, Duterte remains detained at the ICC detention center in Scheveningen, The Hague, Netherlands, where he faces charges of crimes against humanity related to his administration’s controversial drug war. The ICC recently rejected an appeal for his temporary release, with all five judges unanimously denying the defense’s plea regarding fairness of proceedings related to Duterte’s health.

The manipulated video contains footage from a Balitanghali broadcast dated March 11, 2025 – a future date – which reported on Duterte’s theoretical return to the Philippines from Hong Kong. According to this fabricated timeline, upon his arrival in Manila, Duterte was met by police and Interpol officials who executed his arrest and transfer to ICC custody. Additional video showing Duterte surrounded by crowds was verified to be available online as early as March 1, 2025, according to an AFP Fact Check article.

The confirmation of charges hearing for Duterte’s crimes against humanity case occurred over four days in late February. The ICC pre-trial chamber is expected to issue a decision on whether to confirm or deny the charges against the former president within 60 days from February 27, the final day of the pre-trial hearing.

This is far from the first instance of misinformation surrounding Duterte’s ICC case. Fact-checkers have repeatedly debunked numerous claims about his detention status, particularly assertions that he has returned to the Philippines or been released from custody.
