Philippine Welfare Department Warns About False Free Housing Scheme Circulating on Social Media

The Department of Social Welfare and Development (DSWD) has issued a stern warning about fraudulent social media posts claiming to offer free housing to Filipinos who register through provided links. These misleading claims have gained significant traction online, with one viral video garnering over 17,000 reactions, 8,500 comments, 7,900 shares, and 718,000 views since being posted on October 23.

The deceptive content originated from a Facebook page called “DSWD Newsline Updates,” which has amassed more than 126,000 followers. In one particularly misleading video, a man states in Filipino: “Don’t you have a house? Register now! The link to the form is in our post and comment section. Share this post and follow our page so I can give you a house.”

This page has established a pattern of posting content falsely promising government aid to individuals who register through their provided links, raising serious concerns about potential data theft and scam operations targeting vulnerable Filipinos.

The DSWD has categorically refuted these claims, clarifying that it does not offer any free housing programs for the general public. In an August 2023 advisory, the department specifically addressed this misinformation, explaining that the Department of Human Settlements and Urban Development (DHSUD) is the government agency officially mandated to implement housing programs in the Philippines.

The welfare department’s actual role in housing is limited to managing residential care facilities for those requiring specialized assistance, as reported by ABS-CBN News in 2023. On October 8, the DSWD published a Facebook post warning citizens about various false information circulating online regarding its programs, emphasizing that people should only trust verified government pages to avoid becoming victims of scams and phishing attempts.

Technical analysis of the deceptive content reveals additional red flags. DeCopy’s artificial intelligence image analysis software indicated that images accompanying these claims have a 100% probability of being AI-generated. Similarly, videos about supposed government aid from the same page utilize AI-generated footage.

While legitimate government housing initiatives do exist in the Philippines, they are not provided completely free of charge and have specific eligibility requirements. The DHSUD serves as the primary implementer of the Pambansang Pabahay Para sa Pilipino Program but has previously clarified that housing under this program comes with costs.

In August, the DSWD and DHSUD did sign a Memorandum of Agreement to provide affordable housing for beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). However, this expanded program offers various housing options including vertical housing, house-and-lot packages, lots-only, and rental schemes based on the financial capacity of low-income families. The selection of eligible beneficiaries will be determined through official DSWD data channels, not through online registration links as falsely claimed.

This is not the first instance of such misinformation circulating online. Fact-checking organization Rappler has previously debunked numerous false claims involving fake registration links for government services, aid, and subsidies.
