Central Kentucky Judge Reprimanded for Ethics Code Violations

A central Kentucky judge is facing disciplinary action after a judicial oversight body determined he violated professional standards of conduct in his courtroom. District Court Judge Bolton Bevins, who presides over cases in Bourbon, Scott, and Woodford counties, has signed a public reprimand acknowledging nine separate incidents where his behavior fell short of judicial expectations.

The Kentucky Judicial Conduct Committee documented multiple instances where Bevins demonstrated improper judicial temperament, failed to follow established legal procedures, and exhibited hostile and discourteous conduct toward individuals appearing in his courtroom.

Court video recordings captured several troubling incidents, including one where Judge Bevins held a defendant in contempt of court and detained him for 11 days without providing proper legal notice or allowing the defendant or his attorney an opportunity to respond—a fundamental violation of due process rights.

In another documented case, Bevins was recorded raising his voice at a defendant, slamming his hand on the bench, and demanding deference and respect before ordering her to leave the courtroom without completing proper proceedings.

“Judicial temperament is not just about following legal procedures, but also about maintaining the dignity of the court,” explained Richard Haynes, a legal ethics expert not involved in the case. “When judges lose their composure, it undermines public confidence in the entire justice system.”

According to the commission’s report, Bevins has accepted the public reprimand and is already implementing corrective measures to address his behavior. He has also agreed to participate in an assistance program recommended by a commission member, which typically includes judicial temperament training and anger management counseling.

This disciplinary action comes at a time of increased scrutiny of judicial conduct in Kentucky. Bevins is the second judge in the region to face public criticism for professional behavior in recent months. In a separate and more severe case, Fayette Circuit Judge Julie Goodman is currently under investigation by the Kentucky House Impeachment Committee following allegations of bias and conduct that undermines confidence in the judicial system.

The two cases are being handled by different oversight bodies. While the House Impeachment Committee is a legislative body with the power to recommend removal from office, the Judicial Conduct Committee that issued Bevins’ reprimand is composed primarily of judges and attorneys who oversee the professional standards of the judiciary.

Kentucky Bar Association president Melissa Thompson noted that while public reprimands are relatively rare, they serve an important purpose. “The judicial disciplinary system is designed to correct problematic behavior before it rises to the level requiring removal from office,” Thompson said. “Public reprimands create transparency and accountability while giving judges an opportunity to improve.”

The Kentucky Judicial Conduct Committee has the authority to issue various levels of discipline ranging from private admonishments to recommendations for removal from the bench. A public reprimand falls in the middle of this spectrum, indicating serious concerns about conduct while acknowledging the judge’s willingness to address the issues.

Bevins, who was first elected to the district court bench in 2018, will continue to serve as a judge while implementing the recommended corrective measures. The reprimand will remain part of his professional record and could factor into future disciplinary actions should similar behavior continue.

Legal experts emphasize that judicial temperament—the ability to remain calm, patient, and impartial even in challenging courtroom situations—is considered essential to the fair administration of justice. When judges fail to maintain appropriate judicial demeanor, it can intimidate parties, prevent fair hearings, and erode public trust in the legal system.
