In the face of what it describes as an “unprecedented” disinformation campaign, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has issued a stark warning about coordinated efforts to undermine its operations and existence.

The UN agency, which provides essential services to millions of Palestinian refugees across the Middle East, stated that it has been combating false narratives for more than two years, with attacks intensifying in recent months.

Among the most persistent claims, according to UNRWA, is the allegation that the organization keeps Palestinian refugees in “a permanent state of dependency.” The agency firmly rejected this characterization, emphasizing that “Palestine refugees remain refugees wherever they are in the absence of a just and lasting political solution.”

UNRWA officials stressed that dismantling the organization would not eliminate Palestinian refugee status, which requires a comprehensive political settlement. Instead, such a move would disproportionately harm the most vulnerable populations who depend entirely on UNRWA for basic necessities including education, healthcare, and humanitarian relief.

The agency warned that these disinformation efforts “divert attention and cause real harm to one of the most vulnerable populations in the Middle East,” arguing that sustainable solutions require “serious investment in peace and in viable future Palestinian institutions.”

Established by UN General Assembly Resolution 302 in December 1949, UNRWA has operated for over seven decades, providing services to Palestinian refugees and their descendants throughout Jordan, Lebanon, Syria, the West Bank, and Gaza. The organization has become a lifeline for generations of refugees, particularly those living in densely populated camps with limited resources.

Pressure on the agency has escalated dramatically during Israel’s military operations in Gaza over the past two years. Early in the conflict, Israeli officials accused UNRWA of supporting attacks and employing militants—allegations the organization has consistently denied.

The situation deteriorated further in 2024 when the Israeli Knesset passed legislation effectively banning UNRWA’s work within its territories. Shortly after, Israel formally notified the United Nations that it was terminating the agreement that had governed its relationship with UNRWA since 1967.

In one of the most symbolic confrontations, UNRWA reported that Israeli forces forcibly entered its headquarters in East Jerusalem two weeks ago, seizing property and replacing the UN flag with an Israeli one. This incident represents a significant escalation in tensions between the agency and Israeli authorities.

The organization has also reported ongoing restrictions on its operations throughout Gaza, including severe limitations on the delivery of humanitarian aid at a time when needs are at catastrophic levels.

Humanitarian experts warn that UNRWA’s role is particularly crucial in the current context. The agency employs thousands of local staff who understand the communities they serve and maintain extensive infrastructure across the region. No other organization has the capacity or mandate to immediately replace these services at scale.

Regional analysts note that the campaign against UNRWA appears part of a broader political strategy to reshape the Palestinian refugee question outside of international frameworks. Critics of this approach argue it threatens to exacerbate humanitarian suffering while moving further from, rather than toward, lasting solutions.

As the situation continues to deteriorate in Gaza, with widespread food insecurity and collapsed healthcare systems, UNRWA officials warn that dismantling the organization would push an already catastrophic humanitarian crisis further into collapse, with implications that could destabilize the broader region.
