Niger’s military leader has accused Ukrainian mercenaries of occupying parts of neighboring Benin, claims that Ukraine’s Foreign Ministry has firmly dismissed as Russian-backed disinformation aimed at undermining Ukraine’s standing in Africa.

The allegations come from General Abdourahmane Tchiani, who seized power in Niger through a military coup in July 2023. Since taking control, Tchiani has pivoted away from Niger’s traditional Western allies and developed closer ties with Russia, including reliance on Russian state-linked private military contractors for security support.

“This information is completely false,” said Ukraine’s Foreign Ministry spokesperson Heorhii Tykhyi in an official response to the accusations. “Moreover, it bears the hallmarks of disinformation aimed at discrediting Ukraine and creating a fake image of an external threat.”

The diplomatic tensions unfold against a backdrop of deteriorating relations between Niger and its neighbor Benin. The two West African nations have been at odds since Niger’s military takeover, with Benin having supported regional economic sanctions against Niger’s junta government.

Tykhyi emphasized that the timing and nature of these accusations point to Russian influence. “We know that this junta depends absolutely 100 percent on Russia, and most likely these statements are not made on their own initiative at all, but at the initiative of the Russian Federation,” he explained.

The allegations appear to be part of a broader pattern of geopolitical maneuvering in West Africa, where Russia has been expanding its influence as Western powers, particularly France, reduce their military presence in the region.

In January 2023, French President Emmanuel Macron announced France’s military withdrawal from several African states, citing unwillingness to support military juntas that came to power with Russian backing. France had maintained a significant military presence in the Sahel region for years as part of counterterrorism operations, but has faced growing anti-French sentiment across former colonies.

Russia has filled this vacuum by deploying military contractors, particularly the Wagner Group and its successor organizations, in several African nations including Mali, Central African Republic, and more recently, Niger. These Russian-backed security forces have been instrumental in helping military juntas consolidate power while providing Russia with strategic influence and access to natural resources.

Ukraine’s Foreign Ministry has called on African partners and media outlets to approach such unverified claims with skepticism. “We urge everyone to rely on verified sources and to hear and see this official refutation of these statements,” Tykhyi said.

The accusation comes at a sensitive time for Ukraine, which has been working to maintain international support for its defense against Russian invasion. African nations have been divided in their response to the Russia-Ukraine conflict, with many taking neutral positions at the United Nations.

Security analysts suggest that Russia’s strategy in Africa includes not only providing military support to friendly regimes but also conducting information operations aimed at weakening Western and Ukrainian influence across the continent.
