The Rise of Troll Farms: Information Warfare’s New Battleground

Troll farms have emerged as a powerful force in global politics, transforming from fringe internet phenomena into sophisticated weapons of information warfare. These coordinated networks of accounts, designed to amplify specific narratives and steer public debate, now represent a critical tool in political and geopolitical strategy across multiple continents.

“They don’t invent these topics. They spot tensions already present on Facebook or Twitter, then they amplify them,” explains Professor Sarah Mendelson, a public policy specialist. This approach has proven remarkably effective at exploiting existing social divisions and polarizing public discourse.

The basic structure of a troll farm involves an organized public or private entity coordinating individuals—often supplemented by automated bots—to produce and disseminate content across social media platforms. Their goal: influence opinion, destabilize opponents, or promote specific narratives. Their methods include creating fake accounts, employing paid commentators, and deploying automated systems to maximize reach.

Russia pioneered modern troll farm operations between 2011-2012, when pro-government commenting networks actively countered protests against Vladimir Putin’s return to power. The approach became increasingly militarized during the 2014 conflict in Donbas, as disinformation campaigns evolved into strategic influence tools. The model gained global attention in 2015 following revelations about the Internet Research Agency (IRA), a Russian operation based in St. Petersburg.

The IRA, linked to Kremlin insiders, created fake accounts across Twitter, Facebook, and Instagram to flood international social media with pro-Russian content. Former employees like Lyudmila Savchuk have described rigid daily quotas for political posts and comments, revealing the factory-like nature of these operations.

More recently, the Social Design Agency (SDA) has emerged as a Moscow-based successor to the IRA. Leaked documents in 2024 exposed its country-specific targeting across Europe, producing tailored memes, videos, and comments. The agency reportedly planned to influence European elections by supporting far-right parties, including France’s National Rally, while spreading anti-Ukraine narratives and creating fake local media sources.

Russia’s approach has been replicated globally. China’s “50 Cent Army,” reportedly numbering hundreds of thousands of commentators, has been institutionalized since the 2010s to amplify Communist Party messaging. These networks operate both domestically, diverting attention from sensitive issues like Xinjiang and Taiwan, and internationally, targeting diaspora communities and countering criticism.

Saudi Arabia operates what observers call the “Saudi Troll Army,” a network defending the monarchy and targeting dissidents. This system, linked to Crown Prince Mohammed bin Salman’s inner circle, has conducted harassment campaigns against journalists and human rights activists, particularly following Jamal Khashoggi’s assassination.

In 2023, investigative journalists exposed “Team Jorge,” an Israeli private company offering electoral manipulation services worldwide, including fake profile creation and disinformation dissemination.

Turkey’s “AK Trolls,” connected to President Erdoğan’s Justice and Development Party, form a digital militia overseen by government communications offices. These accounts target opponents, journalists, and academics while amplifying official narratives about military operations in Syria and domestic politics.

The proliferation of these operations reflects their effectiveness as instruments of state power. By outsourcing information warfare to seemingly private entities, governments maintain plausible deniability while still advancing their agendas. If a campaign faces exposure, officials can distance themselves from direct responsibility.

This arrangement has made troll farms nearly impossible to neutralize. Though they may appear to be private enterprises, these “mercenaries 2.0” remain tightly connected to state interests, serving both as tools of domestic control and instruments of international influence.

As social media platforms have attempted to implement safeguards against coordinated inauthentic behavior, troll farms have evolved, becoming more sophisticated in their targeting and more difficult to identify. Their growing prevalence across democratic and authoritarian states alike signals a troubling normalization of mass manipulation as a standard tool of modern statecraft.

With the lines between genuine public discourse and manufactured consensus increasingly blurred, the troll farm phenomenon represents one of the most significant challenges to information integrity in the digital age.
