Security agencies across India have intensified surveillance of online terrorist communications as Tamil Nadu and Kerala prepare for upcoming elections, according to intelligence officials familiar with the situation.

Recent intelligence reports indicate that sympathizers of the banned Popular Front of India (PFI) and individuals linked to the Islamic State are coordinating efforts to potentially disrupt the electoral process in these southern states. While physical attacks remain a concern, security experts warn that the more insidious threat comes from sophisticated disinformation campaigns designed to inflame communal tensions.

“Disinformation campaigns are aimed at creating communal tensions. If communal harmony is disturbed, then it acts as a perfect radicalisation and recruitment tool,” said an intelligence official who requested anonymity due to the sensitive nature of operations.

The Islamic State has established a concerning foothold in southern India, with intelligence agencies noting the group has gained particular traction in Kerala and Tamil Nadu. Their activities have predominantly remained in the digital sphere, focusing on radicalizing youth through social media platforms and encrypted messaging apps.

Security analysts believe these groups may attempt to exploit the election period when security forces are primarily focused on ensuring smooth electoral proceedings. “The terror group will look to take advantage of the fact that the security apparatus would be busy in ensuring that the elections are conducted smoothly,” an official explained.

The current security concerns are concentrated in Kerala and Tamil Nadu, though officials anticipate the groups may pivot attention to other southern states once elections conclude. Intelligence sources trace the surge in radicalization to the increased presence of Wahhabi preachers in the region, which created fertile ground for extremist organizations like PFI, Islamic State, and to some extent, Al-Qaeda.

“These groups have treated South India as their radicalisation laboratory for long. The danger in South India is that the radicalisation process for these terror outfits has been relatively easier in Tamil Nadu and Kerala,” the official added.

Compounding these concerns is the emergence of Hizb-ut-Tahrir (HuT), recently banned under the Unlawful Activities (Prevention) Act (UAPA). Security agencies have identified numerous ghost accounts operated by HuT on social media platforms specifically targeting audiences in southern India. The group’s online content reportedly includes instructions for creating “hit squads” and encourages lone-wolf attacks.

Intelligence agencies are revisiting previous investigations, including information gathered from Faizul Rehman, the Emir of HuT in Tamil Nadu, who reportedly disclosed plans to establish recruitment modules throughout South India with the objective of inciting youth and fostering communal tensions.

The global context has further complicated the security landscape. Following the outbreak of conflict in Iran, the Union Home Ministry issued an advisory warning of potential radicalization attempts. “When there is conflict in the Gulf, it is the Southern states that become more vulnerable to radicalisation,” noted an Intelligence Bureau official, citing both the influence of Wahhabi ideology and the large Keralite population working in Gulf countries.

Security officials emphasize that the primary strategy of terror groups operating in South India appears focused on inciting communal violence to disrupt the electoral process, subsequently using any resulting unrest as a recruitment tool.

The election schedule includes polling in Kerala, Assam, and Puducherry on April 9, while Tamil Nadu will vote in a single phase on April 23. West Bengal will hold elections in two phases on April 23 and 29. Vote counting across all states and Puducherry will take place on May 4.

As the election dates approach, security agencies have intensified their vigilance, particularly monitoring online platforms for signs of coordinated disinformation or planning of disruptive activities.
