Russia’s Strategic Disinformation Campaigns Masking War Crimes in Ukraine, New Report Finds

A groundbreaking 161-page report released today by Global Rights Compliance and The Reckoning Project has uncovered Russia’s systematic use of pre-emptive disinformation to conceal responsibility for war crimes in Ukraine. The report, “Manufacturing Impunity: Russia’s Use of Information Alibis,” exposes how Russian officials and state media construct false narratives before attacks occur, effectively creating “information alibis” to deflect blame for atrocities.

The investigation identifies President Vladimir Putin, Foreign Minister Sergey Lavrov, and other senior officials as key orchestrators of these disinformation operations. According to the report, these campaigns are executed through a hierarchical network where state actors collaborate with media organizations, government-affiliated NGOs, and social media influencers to spread false information.

“It is essential to differentiate between freedom of expression and deliberate contributions to criminal plans and crimes,” says Wayne Jordash KC, President of Global Rights Compliance. “Russia’s propagandists often cross that line, intending their propaganda to materially contribute to the planning, execution, and cover-up of international crimes.”

The report documents several high-profile cases where information alibis preceded deadly attacks on civilian targets. In one instance, Russia’s Permanent Representative to the UN, Vassily Nebenzia, falsely claimed days before the March 9, 2022, airstrike on Mariupol’s Maternity Ward No. 3 that Ukrainian military forces had occupied the facility. Foreign Ministry spokesperson Maria Zakharova repeated this false claim hours before Russian bombs struck the hospital, killing civilians and damaging critical healthcare infrastructure.

Similar tactics were employed before the attack on the Donetsk Regional Academic Drama Theatre in Mariupol, where 1,000 to 2,000 civilians had sought shelter. Despite “children” being visibly marked on the ground outside, Russian military bloggers pushed narratives of a Ukrainian “provocation” the day before the deadly strike.

The scale of Russia’s disinformation apparatus is vast, utilizing over 100,000 social media pages and numerous Telegram channels. Russian military bloggers known as “voyenkors” or “Z-bloggers” reach an estimated audience of 10 million people globally. Popular Russian TV hosts allegedly receive direct instructions from Putin himself on how to frame coverage of the Ukraine war, according to a U.S. indictment against Channel One host Dimitri Simes cited in the report.

Particularly alarming is evidence showing that some disinformation narratives were planted up to a year before attacks occurred, highlighting the calculated nature of Russia’s strategy. Before the June 2023 destruction of the Kakhovka dam, which caused massive flooding and humanitarian suffering, Russian officials had already been laying groundwork for deniability by falsely claiming Ukraine planned to destroy the structure.

The report establishes a direct link between these information alibis and increased civilian casualties. The April 2022 Kramatorsk train station attack, which killed 60 civilians despite clear evidence the station was being used for evacuations, was preceded by Russian claims that Ukraine was using human shields.

Ukrainian prisoners of war have also been targeted by this disinformation strategy. After Azovstal defenders were transferred to Olenivka prison in May 2022, Russian sources accused Ukraine of planning to shell the facility to silence witnesses. Kremlin-linked bloggers even claimed Ukraine was working with British intelligence to eliminate the POWs. When 54 Ukrainian POWs were later killed in an explosion at the facility, Russia blamed Ukraine and has since blocked independent investigations.

Beyond exposing these tactics, the report provides a legal framework establishing that information alibis used to plan, execute or conceal international crimes can be legitimately restricted under international law. It offers a five-step investigative process that could serve as a blueprint for pursuing charges under the Rome Statute against those responsible for these campaigns, including senior Russian officials.

The report comes as Russia has surpassed the grim milestone of over 183,000 documented war crimes since its 2022 invasion, and offers new pathways for accountability beyond traditional war crimes prosecutions by targeting those who facilitate atrocities through strategic disinformation campaigns.
