SPRAVDI’s analysis indicates that approximately 54 percent of foreign-language content about Ukraine now appears on platforms involved in what they classify as “foreign information manipulation and interference” (FIMI) or direct Russian information operations.
The campaigns follow several consistent narratives. Chief among them is the portrayal of Ukraine as a “failed state” that remains “totally dependent” on external assistance and under “external control.” Simultaneously, these sources push messaging about an alleged “split” between EU and NATO members regarding Ukraine support, while emphasizing supposed “weakness” within the European Union.
Russian-backed sources have also escalated efforts to brand Ukraine as a “terrorist state” that threatens regional stability. This narrative incorporates accusations regarding the ALTURA tanker incident in the Black Sea and recent Ukrainian Defense Forces operations in Russia’s Leningrad region, which Russian sources characterize as “terrorist” activities.
The disinformation ecosystem further amplifies statements from Russia’s Federal Security Service (FSB) claiming to have prevented terrorist attacks allegedly orchestrated by Ukrainian security services, particularly in Saratov.
A significant focus of these campaigns involves undermining Ukraine’s diplomatic initiatives by depicting President Zelensky and his administration as “obstacles” to peace. This narrative portrays Ukrainian leadership as “intransigent” while manipulating statements from Ukrainian officials, especially regarding U.S. cooperation, to suggest Ukraine lacks independent agency in international politics.
