French authorities have uncovered a sophisticated pro-Russian disinformation campaign falsely linking President Emmanuel Macron to convicted sex offender Jeffrey Epstein, according to a French government source who revealed the details on Friday.
The operation was detected by France’s state service for Vigilance and Protection against Foreign Digital Interference, which identified tactics similar to those used by Storm-1516, a pro-Russian group suspected by U.S. authorities of spreading disinformation during the 2024 American presidential election campaign.
The fabricated content featured counterfeit screenshots of emails designed to appear as if they had been released in a new batch of Epstein files by the U.S. Justice Department. One particularly inflammatory fake email falsely described Macron as hosting a party with underage individuals, a claim the French government has categorically rejected.
When contacted by Reuters, President Macron’s office did not immediately respond to requests for comment on the disinformation campaign or whether the president had ever met Epstein, either before or after Epstein’s 2008 conviction for procuring an underage girl for prostitution.
The operation began with the creation of a fake website impersonating the French online daily France-Soir. On Wednesday, this counterfeit site published an article alleging ties between Macron and Epstein. The disinformation was subsequently amplified through a video posted on Elon Musk’s X platform, according to the government source.
French Response, an official X account operated by France’s foreign ministry, quickly denounced the article as false and refuted its contents. Following a complaint from the legitimate France-Soir publication, the fraudulent website was taken down. However, Reuters found that the video purporting to be a news report remained accessible on X. When questioned about whether French authorities had requested removal of the video, X did not respond.
The French government source indicated that the initial video post came from an account linked to Storm-1516, with numerous other accounts subsequently spreading the content across social media platforms.
This incident occurs against a backdrop of heightened tensions between France and Russia. A French official noted that Paris had previously expressed concerns to Moscow about what it perceives as Russian efforts to discredit Macron, including during his first presidential run in 2017. Moscow has consistently denied these allegations.
The campaign targeting Macron appears to be part of a broader pattern of information warfare. European governments have repeatedly accused Russia and pro-Moscow actors of orchestrating comprehensive interference campaigns aimed at destabilizing European governments and undermining the European Union’s cohesion and effectiveness.
This latest disinformation effort demonstrates the evolving sophistication of such operations, which combine fake websites, manipulated documents, and coordinated social media dissemination to create and amplify false narratives about Western leaders. The Russian Embassy in Paris could not immediately be reached for comment regarding these allegations.
Security experts note that such disinformation campaigns have become increasingly common in the European political landscape, with foreign actors attempting to exploit existing societal tensions and undermine public trust in democratic institutions and their leaders.
