Russian intelligence officers orchestrated a covert digital campaign to influence Angola’s most competitive election in decades, according to an investigation by BBC News and its partners.

The operation, which targeted the August 2022 election, involved creating fake social media profiles, producing videos, and establishing fictitious online publications to sway public opinion in favor of Angola’s ruling party. Though Angola’s opposition disputed the election results, international observers ultimately confirmed the victory of incumbent President João Lourenço.

The investigation revealed that the campaign was run by officers from Russia’s Federal Security Service (FSB), marking the first known instance of Russian intelligence directly meddling in an African election. This discovery comes amid growing concerns about Russian influence across the African continent.

Documents obtained by journalists show that FSB officers traveled to Angola ahead of the election to establish a team of local agents. The operation appears to have been conducted through a company known as Africa Politology, which was registered to an apartment building in Moscow. This entity was responsible for creating at least three fake news websites and fabricated social media accounts.

The digital influence operation began in May 2022, three months before the election. It included the production of approximately 30 videos that were viewed over half a million times on social media platforms. These videos portrayed the main opposition party, Unita, as violent and destructive while depicting the ruling MPLA party as bringing stability and economic growth.

Angolan journalist Coque Mukuta, who covered the election, described the videos as “a very sophisticated operation” designed to target younger voters. The content was professionally produced with high-quality graphics and appeared to be funded by significant resources.

Africa Politology’s activities extended beyond Angola. Documents suggest the group was involved in multiple operations across the continent, with plans to expand into at least 20 African countries. Their efforts included influence operations in the Central African Republic, where Russia has established a significant military presence through the Wagner Group mercenary organization.

The investigation found that Africa Politology operated from the same Moscow address as the Foundation for National Values Protection, an organization headed by Alexander Malkevich, a figure previously sanctioned by the US for alleged involvement in Russian interference in American elections.

Angola’s historical relationship with Russia dates back to the Cold War, when the Soviet Union supported the MPLA during Angola’s civil war. Following the conflict’s end in 2002, Angola maintained close ties with Moscow while also developing relationships with Western powers.

The 2022 election was particularly significant as it marked the first time the MPLA’s dominance had been seriously challenged. The ruling party secured 51% of the vote, with Unita gaining 44% – their strongest showing since Angola’s civil war. Despite Unita’s claims of election fraud, international observers found no evidence to support these allegations.

When presented with the investigation’s findings, the Angolan government denied any knowledge of Russian involvement in the election. Angola’s ambassador to the UK stated there was “no indication” of such operations in their country.

Russia’s embassy in Angola and the Russian Foreign Ministry did not respond to requests for comment. The FSB also declined to address the allegations.

This investigation highlights Russia’s growing strategic interest in Africa as the Kremlin seeks to expand its global influence amid deteriorating relations with Western nations. Through a combination of military support, economic partnerships, and information operations, Russia appears to be working to strengthen its position across the African continent.

The discovery of direct FSB involvement in electoral influence raises significant concerns about the integrity of democratic processes in Africa and underscores the sophisticated nature of modern information warfare tactics being deployed in the global south.
