Security officials have uncovered a sophisticated disinformation operation targeting Ukraine’s international standing, with evidence pointing to coordinated efforts by Russian and Iranian actors. The campaign, identified during February and March 2026, strategically coincides with escalating tensions in the Middle East to maximize global attention and impact.

According to intelligence gathered by the Center for Countering Disinformation at Ukraine’s National Security and Defense Council, the operation employs a multi-pronged strategy designed to undermine international support for Ukraine while sowing domestic discord.

“The aforementioned information campaign is implemented by actors connected with the Kremlin and the Iranian regime and aims to achieve three interrelated strategic goals,” the Center stated in its report detailing the operation’s objectives and methods.

The first objective seeks to damage Ukraine’s credibility on the world stage by circulating fabricated stories claiming Western weapons sent to Ukraine are being diverted to black markets and ultimately reaching Iran. These narratives also attempt to cast doubt on the effectiveness of Ukrainian defense technologies, potentially threatening crucial military partnerships.

A second line of attack targets Ukraine’s political leadership directly, portraying government officials as corrupt and incompetent figures who prioritize personal enrichment over national security interests. These narratives appear designed to erode public trust in Ukrainian institutions at a critical time.

The third strategic goal involves discrediting Ukraine’s defense relationships by spreading false information about supposed Ukrainian military casualties in Middle Eastern conflicts—a claim intended to generate controversy around Ukraine’s international defense cooperation.

“There are signs of criminal offenses as defined by Art. 345 of the Criminal Code of Ukraine ‘Threats or violence against a law enforcement officer’ and Art. 194 ‘Deliberate destruction or damage of property.’ The relevant messages have been sent to the National Police,” the Center for Countering Disinformation noted, indicating that some elements of the campaign have crossed into potentially criminal territory.
