In a significant escalation of information warfare, Ukrainian security officials have identified what they describe as a coordinated Russian disinformation campaign designed to drive a wedge between Ukraine and its European allies. The effort reportedly centers on false narratives about Ukraine deliberately disrupting energy supplies to European Union nations.

The Center for Countering Disinformation, operating under Ukraine’s National Security and Defense Council, revealed details of the campaign through a statement on Facebook. According to the Center, Russian-controlled media outlets and information channels have begun spreading unsubstantiated claims that Ukraine is engaging in “energy terrorism” by allegedly attempting to block critical energy flows to European countries.

Security officials outlined several key false narratives being promoted across media platforms. These include claims that “Ukraine’s energy actions threaten Europeans,” alongside assertions that “Ukraine demands money, weapons, and troops from European countries to support the war.” Other fabricated storylines suggest the Druzhba pipeline—a critical oil transport network connecting Russia with several European countries—has no technical issues and that Ukraine is merely “blackmailing Hungary.” Additional disinformation claims that “Kyiv is trying to cut off gas supplies to Europe via the Turkish and Blue Streams pipelines.”

“All these narratives are false, manipulative, and spread in Russia’s interest,” the Center stated emphatically. “The Kremlin’s goal is to sow distrust between Ukraine and its European partners, portray Kyiv as an unreliable ally, and weaken the level of international support for Ukraine.”

The timing of this disinformation push comes as Europe approaches another winter season with energy security concerns still prominent. Since Russia’s full-scale invasion of Ukraine began in February 2022, European nations have worked to reduce dependence on Russian energy supplies, but many countries remain partially reliant on Russian gas and oil flowing through various pipeline networks.

Ukraine’s security officials emphasized the irony in Russia’s accusations, noting that it is Moscow that has consistently weaponized energy supplies against European nations. “Russia systematically uses energy as a weapon against Europe and as a tool of geopolitical influence,” the Center stated. They further highlighted that Russia bears responsibility for attacks on energy infrastructure that have impacted European countries and continues to refuse opportunities to end the conflict.

The Druzhba (which means “Friendship”) pipeline, specifically mentioned in the disinformation narratives, remains one of the world’s longest oil pipeline networks, delivering Russian oil to Ukraine, Belarus, Poland, Hungary, Slovakia, the Czech Republic, and Germany. Despite the war, Russian oil has continued flowing through Ukrainian territory to several European countries, highlighting the complex energy relationships that persist despite the conflict.

This latest disinformation effort appears designed to exploit potential tensions over energy security as the European Union continues supporting Ukraine while simultaneously managing its own energy challenges. European nations have committed billions in aid to Ukraine while working to diversify energy supplies through increased liquefied natural gas imports, renewable energy development, and conservation measures.

Energy analysts note that portraying Ukraine as an unreliable transit partner could undermine European political will to maintain sanctions against Russia and support for Ukraine’s defense efforts. The campaign represents another front in the information war that has paralleled the physical conflict since its beginning.

Ukrainian officials have urged international partners to remain vigilant against such disinformation tactics as Russia continues its multi-dimensional approach to weakening Western support for Ukraine.
