Russia Deploys Sophisticated Disinformation Campaign to Influence Hungarian Elections

Russian intelligence has launched an extensive covert operation to influence Hungary’s upcoming parliamentary election, according to a recent investigation. The effort aims to bolster Prime Minister Viktor Orbán’s position while undermining his primary challenger, opposition leader Péter Magyar.

Following the dismantling of Yevgeny Prigozhin’s disinformation network, control over these operations has shifted to the Russian Presidential Administration under Sergei Kiriyenko’s supervision. The investigation identifies Structura, a company owned by Ilya Gambashidze, as the primary contractor executing these influence campaigns.

The operation employs sophisticated tactics, including the “Doppelgänger” strategy, which creates counterfeit versions of respected Western media outlets. In Hungary specifically, investigators have uncovered a bot network dubbed “Matryoshka” that disseminates false information while masquerading as legitimate news sources like Deutsche Welle, Euronews, and the Kyiv Independent.

Among the fabricated stories pushed by this network are claims about assassination attempts against Orbán and allegations of Ukrainian “aggression” toward Hungary – narratives designed to stoke fear and reinforce Orbán’s position as a defender of Hungarian sovereignty.

The influence operation has embraced emerging technologies as well. Numerous artificial intelligence-generated videos have appeared on social media platforms like TikTok and Facebook. These videos specifically target Hungarian voters with warnings about potential military mobilization to support Ukraine if Magyar’s opposition Tisza party wins the election – playing on public fears about the ongoing conflict.

“These sophisticated operations demonstrate how foreign interference in democratic processes has evolved,” said an election security expert who requested anonymity. “The combination of traditional propaganda with cutting-edge AI technology creates a particularly challenging threat to electoral integrity.”

Russian intelligence officers are reportedly coordinating these activities directly from Budapest. According to the investigation, GRU officer Alexei Zarudnev, operating under diplomatic cover, directs these operations from within Hungary itself.

The campaign extends beyond social media manipulation. Russian diplomats are allegedly providing pro-government Hungarian journalists with prepared “talking points” that portray Ukraine as a Western puppet and frame Orbán as Hungary’s lone defender of national sovereignty. Georg Spöttle, a prominent Hungarian analyst, has been identified as a key amplifier of Russian narratives, with messaging that investigators say aligns completely with guidelines from the Russian embassy.

The operation also targets Orbán’s critics through coordinated smear campaigns. One such effort focused on pastor Gábor Ivanyi, spreading false accusations through temporarily created websites designed to disappear after achieving their defamatory purpose.

These revelations come at a critical moment, just days before Hungary’s parliamentary election on April 12. The vote represents the most serious challenge to Orbán’s hold on power in many years, with polls showing Magyar’s opposition gaining significant momentum.

The European Parliament has already issued warnings about serious threats to Hungary’s electoral integrity, citing Russian interference, questionable campaign tactics, and state pressure as primary concerns. The extent of Russian involvement suggests Moscow views Orbán’s continued leadership as strategically important for its interests within the European Union.

Despite these efforts, sources indicate the Kremlin is preparing contingencies for an Orbán defeat. Reports suggest Russian leadership is already positioning to blame Hungarian officials if they lose despite Moscow’s support, attempting to insulate the Kremlin from responsibility for a potential failure.

As Hungarian voters prepare to cast their ballots, the uncovered disinformation operation highlights the ongoing challenges democracies face in securing their electoral processes against foreign interference and the increasingly sophisticated methods deployed to shape public opinion.
