French Intelligence Warns of Disinformation Campaigns Targeting Upcoming Local Elections

French intelligence services have issued a stark warning about the high risk of coordinated information operations targeting the country’s upcoming local elections scheduled for March 15 and 22. Security officials are particularly concerned about sophisticated disinformation campaigns designed to influence voters and destabilize public debate in what appears to be part of a broader strategy to undermine democratic processes.

According to reporting by Mediapart, these campaigns do not involve direct interference with electoral systems. Instead, they aim to shape public opinion by manipulating information flows across digital platforms, especially social media. The operations typically involve creating false narratives, amplifying existing social conflicts, and promoting divisive content that deepens political polarization.

“These tactics exploit social media algorithms that naturally favor emotional or controversial content, allowing manipulated information to spread rapidly,” explained one security analyst familiar with the matter.

France has already experienced significant disinformation efforts targeting its domestic politics. In 2025, researchers from Insikt Group identified approximately 140 websites designed to impersonate legitimate French news outlets. Around 20 of these sites specifically mimicked local media organizations, significantly enhancing the credibility of their fabricated content.

One notable example involved a campaign circulating false claims about alleged connections between President Emmanuel Macron and Jeffrey Epstein. Such operations are considered particularly effective at the local level, where audiences typically have fewer resources to verify information sources and tend to place higher trust in local media outlets.

Security sources report that some of the detected operations bear hallmarks of the Russian disinformation network known as Storm-1516. This sophisticated operation deploys a wide array of digital tools, including fake news websites, coordinated social media accounts, and AI-generated content designed to appear authentic to unsuspecting readers.

Central to these operations are “troll farms” – networks of accounts managed in a coordinated manner to mass-distribute specific narratives. These operations aim to amplify selected messages and create an illusion of widespread public support for particular viewpoints. Through this approach, fabricated information can quickly gain momentum and penetrate mainstream discourse.

“What makes these operations particularly concerning is their ability to start with fringe narratives that gradually work their way into legitimate media channels,” noted a cybersecurity expert who tracks disinformation campaigns.

The escalating information warfare represents part of a broader Russian influence strategy, according to French officials. Disinformation is increasingly deployed as a geopolitical tool aimed at weakening democratic institutions and exacerbating political and social divisions within Western societies.

In practice, these campaigns attempt to undermine public trust in government authorities, electoral processes, and media institutions. The long-term strategic objective appears to be weakening the political cohesion of European states and eroding citizen confidence in democratic systems.

Similar patterns are emerging elsewhere in Europe. German intelligence services have reported increasing activity linked to Russian information operations ahead of elections scheduled for 2026. German security institutions have noted a steady rise in manipulation within the information environment.

Security analysts across Europe now suggest that disinformation operations have become a permanent feature of geopolitical competition, with activity intensifying during periods leading up to major political events such as elections.

As France prepares for its local elections, authorities are enhancing monitoring of suspicious online activity and working to raise public awareness about the threat of disinformation. However, the sophisticated nature of these operations, combined with the speed at which false information can spread online, presents significant challenges for democracies attempting to safeguard their information ecosystems.

The situation underscores growing concerns across Western democracies about the vulnerability of electoral processes to foreign interference through information manipulation, even when voting systems themselves remain secure.
