Russia Launches Disinformation Campaign About Dniester River Contamination

Russia has orchestrated a coordinated disinformation campaign to deflect blame for the oil contamination of the Dniester River, according to Ukraine’s Center for Countering Disinformation. The center reported on March 17 that pro-Russian media outlets in Moldova are simultaneously circulating three contradictory narratives about the spill’s origin while criticizing Moldova’s government for a crisis that Russia itself created.

The contamination stems from Russia’s March 7 missile strike on Ukraine’s Novodnistrovsk hydropower plant in Chernivtsi Oblast, which caused industrial technical oils to leak into the river. The Dniester serves as a critical drinking water source for both Ukraine’s Odesa Oblast and Moldova’s capital, Chișinău.

Ukrainian and Moldovan emergency services continue monitoring the river and installing containment booms to mitigate the environmental damage as the pollution flows downstream, threatening water supplies to communities in northern Moldova.

The disinformation effort follows Russia’s established pattern of creating alternative explanations for its wartime actions. Pro-Russian sources in Moldova are pushing three mutually incompatible stories about the contamination’s origin. The first claims a Ukrainian truck carrying fuel oil overturned, causing the spill. The second attributes the pollution to “highly toxic rocket fuel” allegedly released during Ukrainian air defense operations. The third narrative suggests Russian forces struck a Ukrainian Flamingo rocket assembly workshop, triggering the contamination.

None of these conflicting accounts is supported by evidence or aligns with officially established facts regarding the source of the contamination, the Center emphasized.

Alongside these fabricated origin stories, Russia is running a parallel information campaign targeting Moldova’s leadership. Pro-Russian outlets are accusing Moldovan authorities of inaction, concealing the true scale of the incident, and failing to assist affected populations—all without substantiation.

The dual operation appears designed to shift responsibility for the ecological consequences onto Ukraine while simultaneously undermining public trust in Moldova’s government, according to the Center’s assessment.

Moldova has responded decisively to the environmental threat. Authorities suspended water supply to Naslavcea and four northern districts, declared a 15-day environmental alert, and activated the EU Civil Protection Mechanism to help contain the damage.

Ukraine’s Human Rights Commissioner Dmytro Lubinets has emphasized that the contamination is a direct consequence of Russia’s attack on the Novodnistrovsk facility.

The Dniester contamination represents part of a broader pattern of environmental damage resulting from Russia’s systematic targeting of Ukraine’s energy infrastructure. Every major Ukrainian thermal and hydroelectric facility has been struck during Russia’s campaign, with the environmental consequences now extending beyond Ukraine’s borders.

Environmental experts are concerned about the long-term ecological impact of the oil spill on aquatic ecosystems along the river, which spans approximately 1,362 kilometers and serves as a vital water resource for both countries. The contamination poses significant challenges for water treatment facilities and may require extensive remediation efforts in the coming months.

As containment efforts continue, Ukrainian and Moldovan authorities maintain close coordination to monitor water quality and implement protective measures for affected communities, highlighting the transnational environmental consequences of the ongoing conflict.
