Ukraine Launches “DisINFAKEtion” Series to Combat Russian Disinformation

The Center for Countering Disinformation (CCD), operating under Ukraine’s National Security and Defense Council, has partnered with Diia.Education to release an innovative educational series aimed at helping citizens identify and resist propaganda efforts. The new series, titled “DisINFAKEtion,” offers a comprehensive approach to building information resilience during a time of heightened disinformation campaigns.

Comprising nine concise episodes, the series covers critical topics including information bubbles, cognitive biases, deepfake technologies, and essential rules of information hygiene. The educational content is specifically designed to equip viewers with practical skills for navigating today’s complex media landscape, particularly as Ukraine continues to face Russian information warfare alongside physical conflict.

“The series provides viewers with tools to develop critical thinking skills and actively participate in information resistance,” a CCD representative explained. The organization highlighted that understanding how disinformation spreads across different networks and learning fact-verification techniques are crucial components of preventing the proliferation of false narratives.

The timing of this release appears strategic, coming as Ukrainian officials have warned about Russia’s increasing investment in propaganda operations. According to statements reported by Ukrinform, Ukraine’s Minister of Foreign Affairs Andriy Sibiga recently emphasized that Russia “places its main bet on disinformation because it cannot win on the battlefield.” Despite broader economic challenges and spending cuts in other sectors, Russia has reportedly increased its propaganda budget by a substantial 54 percent.

This financial commitment underscores the significance Moscow places on information warfare as a key component of its strategy against Ukraine. Media and information security experts have long observed that Russia employs sophisticated disinformation tactics that blend truth with falsehoods to create narratives designed to undermine Ukrainian sovereignty and Western support for the country.

The “DisINFAKEtion” series represents part of Ukraine’s broader efforts to build societal resilience against such campaigns. By making the content available through Diia.Education, a digital education platform within Ukraine’s broader digital government initiative, authorities aim to reach a wide audience across the country.

Information security specialists note that citizens equipped with media literacy skills form a crucial first line of defense against foreign influence operations. The ability to recognize manipulative content, understand the psychological mechanisms behind disinformation, and verify information before sharing it can significantly reduce the effectiveness of hostile information campaigns.

The series also addresses emerging technologies like deepfakes, which use artificial intelligence to create convincing but fabricated video and audio content. As these technologies become more sophisticated and accessible, the potential for misuse in disinformation campaigns grows correspondingly.

Ukrainian officials have emphasized that building information resilience is not merely about defending against current threats but preparing citizens for an evolving landscape of digital manipulation techniques.

Since Russia’s full-scale invasion in February 2022, Ukraine has accelerated efforts to counter disinformation, recognizing that battlefield success depends partly on maintaining both domestic and international support through accurate information sharing.

The “DisINFAKEtion” series is now available to all Ukrainian citizens through the Diia.Education platform, which has become an integral part of the country’s digital infrastructure. Officials encourage all citizens to view the series and incorporate its lessons into their daily media consumption habits.

As information warfare continues to play a significant role in modern conflicts, initiatives like “DisINFAKEtion” reflect growing recognition that citizen preparedness is essential to national security in the digital age.
