Mayor Warns of ‘Disinformation Blizzard’ on London Social Media

In a bold move aimed at combating disinformation on digital platforms, London’s mayor has called on major social media companies to increase transparency and overhaul their algorithmic systems that prioritize engagement over truth and safety.

The mayor sent formal letters to the leadership of several tech giants including TikTok, Meta, Google, and X, specifically targeting what he described as “opaque algorithms designed to maximise engagement at any cost.” These algorithms have been widely criticized by digital rights advocates for promoting sensationalist and divisive content that often includes misinformation.

A key request in the mayor’s correspondence was for tech companies to grant “vetted independent researchers” access to platform data, enabling more effective monitoring of coordinated disinformation campaigns. This push for external oversight comes amid growing concerns about the manipulation of public opinion through social media, particularly during politically sensitive periods.

In response, TikTok defended its practices, highlighting what it called a “longstanding and collaborative relationship” with London’s City Hall. The company pointedly noted that the Greater London Authority’s research did not include data from its platform. TikTok also emphasized its existing efforts to combat misleading content, stating that it maintains specialized teams dedicated to detecting and removing coordinated inauthentic behavior.

The platform further mentioned its support for independent research through providing UK-based academics access to public data. TikTok painted a positive picture of its London-related content, describing the “#LondonTok” hashtag as offering a “joyful celebration” of the city’s cultural diversity rather than a source of problematic material.

Meta, the parent company of Facebook and Instagram, similarly defended its practices, stating it “constantly working to disrupt” coordinated inauthentic behavior. The tech giant claimed to have dismantled more than 200 disinformation networks globally and emphasized its policies prohibiting fake accounts and artificial content amplification.

A Meta spokesperson indicated the company was currently reviewing the research findings and had established communication with the mayor’s office to address the concerns raised.

Telegram, another platform mentioned in the initiative, told the BBC it supports “peaceful free speech” while maintaining that calls to violence are “forbidden and are removed whenever discovered.” The messaging app has frequently faced criticism for its comparatively light approach to content moderation.

The mayor’s campaign extends beyond just requesting action from tech companies. He has also called on the national government to adopt a “much tougher approach” to regulating digital platforms, specifically advocating for the creation of a new central body tasked with protecting democratic processes from online manipulation.

Additionally, he urged giving regulators like Ofcom enhanced powers to “hit companies where it hurts” if they fail to address disinformation effectively. This suggestion likely refers to the ability to impose significant financial penalties on non-compliant platforms.

In response to the mayor’s governmental recommendations, a spokesperson from the Department for Science, Innovation and Technology pointed to existing regulatory frameworks, noting that social media firms are already required under the Online Safety Act to remove illegal misinformation. The spokesperson highlighted that Ofcom possesses “strong powers” to take action against platforms that fail to comply with these legal obligations.

This initiative from London’s leadership reflects growing global concern about the impact of digital disinformation on democratic societies and public discourse. As social media continues to serve as a primary information source for many citizens, the tension between free expression and protecting users from harmful misinformation remains a central challenge for governments, regulators, and the platforms themselves.
