Russian propaganda campaigns have significantly ramped up efforts to disseminate disinformation about supposed fractures within NATO and waning Western support for Ukraine, according to a recent report by the Center for Strategic Communications.

The center identified a coordinated disinformation push on April 4-5, when Russian-backed foreign influence media (FIMI) resources manipulated statements from U.S. Secretary of State Marco Rubio and content from The Economist magazine. These sources were deliberately taken out of context to fabricate “evidence” of an alleged crisis within the NATO alliance.

During this brief two-day window, analysts documented approximately 400 publications promoting narratives about an impending “NATO split” and predictions about the cessation of military and financial aid to Ukraine. The scale of the operation reveals a systematic approach to information warfare.

The center’s analysis shows the disproportionate volume of Russian-backed content flooding international media channels. During the period examined, about 13,400 Ukraine-related materials appeared on roughly 140 identified disinformation platforms, while legitimate media sources published only 6,500 pieces on Ukraine. This means nearly two-thirds of all foreign mentions about Ukraine—approximately 67 percent—originated from disinformation networks rather than credible news sources.

“Statements by Western politicians are taken out of context and presented as evidence of an internal crisis in the West,” the analysts emphasized, noting this tactic forms part of a broader, coordinated information operation targeting international public opinion.

The propaganda efforts extend beyond alleging NATO disunity. Concurrent narratives being pushed include portraying Ukraine as incapable of self-governance, overly dependent on international assistance, and attempting to frame Kyiv as a “source of instability” in the region. These multi-pronged narratives work in tandem to undermine confidence in Ukraine’s position.

Perhaps most concerning is the emergence of a new disinformation strand that falsely attributes “terrorist activities” to Ukraine. The center documented at least 600 publications advancing this dangerous narrative during the same two-day period, indicating a concentrated effort to demonize Ukrainian forces and government.

This intensification of Russian disinformation comes at a critical juncture in the conflict, as Ukraine continues to defend against Russian aggression while simultaneously working to maintain vital international support. By creating an artificial impression of declining Western commitment, Moscow aims to demoralize Ukrainian society and erode the resolve of Kyiv’s international partners.

The timing aligns with ongoing debates in Western capitals about long-term support packages for Ukraine, suggesting the campaign may be calibrated to influence these discussions by creating a false perception of inevitability around reduced aid.

Social media platforms have also become battlegrounds in this information war. In a related development, the Ukrainian embassy in Poland recently experienced a coordinated bot attack on its social media pages, with automated accounts flooding comment sections with xenophobic messages claiming “Ukrainians belong only at home”—an apparent attempt to inflame tensions between Ukrainian refugees and their Polish hosts.

Media analysts note that such disinformation campaigns have become increasingly sophisticated, using a network of seemingly independent sources to create an echo chamber effect that amplifies false narratives across multiple platforms and languages.

International organizations monitoring disinformation have stressed the importance of media literacy and critical evaluation of sources, particularly regarding content about the Russia-Ukraine conflict. They recommend cross-referencing information across multiple reputable outlets and being skeptical of emotional appeals or claims that appear designed to provoke division among Ukraine’s allies.

The Center for Strategic Communications continues to track and expose these information operations, working to ensure that international discourse about Ukraine remains grounded in factual reporting rather than manufactured narratives.
