Energy Minister Urges Patience as Fuel Supply Investigation Unfolds

Energy Cabinet Secretary Opiyo Wandayi has called for public patience amid an intensifying investigation into Kenya’s fuel supply chain, warning against what he described as politically motivated disinformation surrounding the probe.

In a statement released from Nairobi, Wandayi emphasized the government’s commitment to allowing independent investigative agencies to complete their work without interference as scrutiny of the petroleum sector deepens.

“We have noted with concern a campaign of disinformation orchestrated by a section of political leaders over this unfortunate situation,” Wandayi stated. “The Ministry reaffirms that there will be no tolerance for cartels, profiteers, or extortionists seeking to exploit the uncertainty arising from the conflict in the Middle East for personal gain at the expense of the public.”

The investigation has already triggered significant leadership changes within Kenya’s energy sector. Petroleum Principal Secretary Mohamed Liban, Kenya Pipeline Company (KPC) Managing Director Joe Sang, and Energy and Petroleum Regulatory Authority (EPRA) Director General Daniel Kiptoo have all resigned following their arrests. The officials stand accused of manipulating national fuel stock data to create an artificial impression of a looming shortage.

Head of Public Service Felix Koskei revealed that preliminary findings suggest these officials falsified in-country fuel stock levels, allegedly creating panic and manufacturing the appearance of an impending fuel supply crisis. This manipulated data reportedly served as justification for emergency fuel procurement outside the established Government-to-Government (G2G) framework.

“The emergency shipment was procured in blatant breach of the G2G framework, in complete disregard of established emergency procurement procedures,” Koskei explained. According to his statement, the alleged scheme took advantage of rising global oil prices and heightened public concern to influence urgent procurement decisions that bypassed normal accountability safeguards.

The investigation’s findings have significant implications for Kenya’s energy security and economic stability. The petroleum sector is a crucial component of the country’s economy, with fuel prices directly impacting transportation costs, manufacturing expenses, and ultimately the cost of essential goods for ordinary citizens.

Energy market analysts note that this probe comes at a particularly sensitive time, as global oil markets remain volatile due to ongoing conflicts in the Middle East and shifting global demand patterns. Kenya’s reliance on imported fuel makes it especially vulnerable to supply chain disruptions and price manipulations.

Wandayi’s appeal for patience indicates the complexity of the investigation, which is expected to examine procurement procedures, fuel importation processes, and regulatory oversight across multiple agencies. Industry experts suggest the probe could lead to structural reforms within Kenya’s energy sector, potentially strengthening oversight mechanisms and increasing transparency in fuel procurement.

The Cabinet Secretary’s warning against politicizing the investigation reflects growing concerns that the issue could be weaponized in Kenya’s often fractious political landscape. By emphasizing the technical and legal nature of the probe, the government appears to be attempting to insulate the investigation from political interference that could undermine its credibility.

“We appeal to the public to be patient and allow relevant agencies to undertake their work independently and professionally,” Wandayi stated, reinforcing the government’s position that the investigation should proceed based on evidence rather than political considerations.

As the investigation continues, authorities are expected to review procurement processes, fuel import documentation, and internal data reporting systems across key energy agencies. The outcome could have far-reaching implications for how Kenya manages its fuel supply chain and protects consumers from potential market manipulation in the future.

The government has pledged to maintain stable fuel availability across the country while the investigation proceeds, recognizing the essential role petroleum products play in daily economic activities and public transportation throughout Kenya.
