French authorities have uncovered a sophisticated Russian-linked disinformation campaign falsely connecting President Emmanuel Macron to convicted sex offender Jeffrey Epstein, according to a government source who spoke to AFP on Friday.

“Viginum attributes this site with a high degree of confidence to the CopyCop information operation,” the government source stated. CopyCop has been linked to John Mark Dougan, an American fugitive currently residing in Russia who reportedly “maintains part of the digital infrastructure of the Storm-1516 information operation.”
The dissemination strategy followed established patterns of modern disinformation campaigns. On social media platform X (formerly Twitter), an account with the handle “@LoetitiaH” was identified as the first to share video content related to the false allegations. This account has been described by French authorities as “a long-standing and frequent relay for Storm-1516 information operations.”
Following this initial post, the content was “picked up and amplified by numerous other accounts monitored by Viginum,” according to the source, demonstrating the coordinated nature of the campaign.
This incident comes amid growing concerns across Europe about Russian interference in democratic processes, particularly ahead of the European Parliament elections in June. France has been increasingly vigilant against foreign disinformation campaigns targeting its political institutions and leadership.
The government source emphasized that while the content achieved some visibility, this “does not mean impact,” suggesting French authorities believe the operation’s effectiveness may have been limited. They noted that “this operation is very similar” to previous Storm-1516 activities targeting political figures in various countries.
The legitimate France-Soir organization quickly moved to distance itself from the fabricated report when the operation was discovered on Wednesday, issuing statements clarifying that they had no connection to the false article.
