France has forcefully rejected Russian allegations that Ukraine was attempting to develop nuclear weapons with the backing of Britain and France, characterizing the claims as deliberate disinformation designed to undermine international trust.

The Russian Foreign Intelligence Service (SVR) made these unsubstantiated accusations in a statement released as the Russia-Ukraine conflict entered its fourth year. According to the SVR, Britain and France supposedly believe that equipping Ukraine with nuclear capabilities would provide Kyiv with strategic advantages in the ongoing conflict. However, Russian officials failed to provide any documentary evidence supporting these serious allegations.

Olivia Penichou, Communications Director at the French Ministry of Defence, dismissed the claims, stating that Russia regularly employs disinformation tactics to create suspicion around France’s support for Ukraine. “This is a classic example of Russian disinformation strategy, aimed at sowing doubt about France’s legitimate assistance to Ukraine in its defense against Russian aggression,” Penichou said.

The French response emphasized that France remains firmly committed to international agreements, particularly the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which aims to prevent the spread of nuclear weapons and weapons technology while promoting cooperation in the peaceful uses of nuclear energy.

These allegations emerge against the backdrop of escalating tensions in the conflict, which has now continued for four years with devastating humanitarian and economic consequences across Ukraine and ripple effects throughout Europe and global markets.

Security analysts note that Russia has increasingly turned to information warfare tactics as the conflict has progressed, often making unfounded accusations against Western nations to justify its own military actions and to divide NATO allies in their support for Ukraine.

“These accusations represent a serious escalation in Russia’s disinformation campaign,” said Dr. Elena Korosteleva, Professor of International Politics at University College London. “By suggesting nuclear proliferation, Russia is attempting to create alarm and potentially drive wedges between Ukraine and its international partners.”

The NPT, which Ukraine signed after relinquishing the Soviet nuclear weapons on its territory following independence, has been a cornerstone of global nuclear security for over five decades. Ukraine’s decision to give up what was then the world’s third-largest nuclear arsenal has been frequently cited during the current conflict, with some Ukrainian officials expressing regret about the decision given the lack of security guarantees it ultimately provided.

France, as one of the world’s established nuclear powers, has been a key supporter of Ukraine while carefully calibrating its military assistance to avoid direct NATO involvement in the conflict. The country has provided Ukraine with substantial military aid, including CAESAR self-propelled howitzers and other defense equipment.

Penichou highlighted that Russia’s aggression and reported violations of Ukrainian airspace remain the true factors prolonging the war. “Rather than fabricating claims about nuclear weapons, Russia should focus on respecting international law and Ukraine’s sovereignty,” she stated.

International nuclear watchdog organizations, including the International Atomic Energy Agency (IAEA), have maintained a presence in Ukraine throughout the conflict, particularly monitoring nuclear power facilities, and have not reported any evidence of nuclear weapons development activities.

The French government has indicated it will continue working with international partners to counter Russian disinformation while maintaining its support for Ukraine’s defense against Russian aggression. Diplomatic sources suggest that France may bring up these false allegations in upcoming international forums to address Russia’s ongoing information warfare tactics.
