A Russian-linked disinformation campaign has been uncovered by French authorities, which falsely connected President Emmanuel Macron to the Jeffrey Epstein scandal using fabricated news content that gained significant traction on social media.

According to a French government source who spoke with AFP on Friday, the operation has been linked to the Russian network known as Storm-1516. The campaign was first detected on Wednesday by Viginum, the French agency responsible for countering foreign digital interference.

The disinformation effort centered around a fraudulent website that impersonated the legitimate French news outlet France Soir. On this counterfeit site, perpetrators published a fabricated article that falsely accused President Macron of involvement in the Epstein case. France Soir has categorically denied publishing any such content.

The false claims were then amplified across X (formerly Twitter), where they spread rapidly. French news channel BFMTV reported that the campaign included an artificial intelligence-generated video that accumulated nearly 700,000 views by Wednesday afternoon.

The fabricated article falsely claimed that Macron had attended gatherings hosted by Epstein in Paris, where it alleged “young boys” were present. No evidence supports these allegations.

French authorities monitored the subsequent online amplification, which they believe was executed by numerous accounts likely funded by the Storm-1516 network. French intelligence agencies have been tracking this network’s activities since 2023.

While legitimate documents from the Epstein case do contain Macron’s name approximately 200 times within the hundreds of thousands of pages released by the U.S. Justice Department, these mentions do not suggest any impropriety. According to Franceinfo, Macron’s name appears primarily in conversations between other individuals, with no evidence of any direct meeting or communication between the French president and Epstein, who died by suicide in prison in 2019 while awaiting trial on charges of sex trafficking minors.

The French foreign ministry’s official “French Response” account on X flagged a post on Thursday that authorities believe is connected to the disinformation campaign. In the post, an account under the name “Loetitia” claimed Macron frequently visited Epstein’s Paris residence, citing the fraudulent article as evidence.

This incident represents just one of many disinformation efforts attributed to Storm-1516. According to Viginum, the network has orchestrated at least 77 disinformation campaigns since its emergence in late 2023. The agency has warned that the group’s activities pose a substantial threat to public discourse on the internet across France and Europe.

This campaign comes amid growing concerns about foreign interference in European affairs, particularly from Russia. In recent years, European governments have increased resources dedicated to identifying and countering such disinformation operations, which often exploit controversial topics to sow division and undermine public trust in institutions and leadership.

The Epstein case has proven to be fertile ground for conspiracy theories and disinformation due to its high-profile nature and connections to various political and cultural elites. The case has already led to some legitimate investigations in France, with former French culture minister Jack Lang recently summoned to explain his connections to Epstein.

French authorities continue to monitor the situation as they work to mitigate the spread of the false information and investigate the full extent of the disinformation network’s operations within France and across Europe.
