European Fact-Checkers Launch AI-Powered Initiative to Combat Misinformation

In an era where false information can circle the globe in minutes, European fact-checking organizations are shifting strategies from reactive corrections to preemptive action. Full Fact, Fundación Maldita.es, and the European Fact-Checking Standards Network (EFCSN) have launched a pioneering collaborative effort called Prebunking at Scale (PAS) to counter misinformation before it gains traction.

The initiative represents a significant evolution in fact-checking methodology. Rather than publishing corrections after misleading content has already spread widely—often too late to mitigate harm—prebunking aims to inoculate the public against false narratives before exposure.

“By the time a fact check is written and published, the damage is often already done,” explained a spokesperson for the project. This reality has pushed the consortium to develop more proactive approaches to information integrity.

The PAS project addresses two critical challenges that have previously limited prebunking effectiveness: overly general messaging that lacks impact in specific debates, and the difficulty of identifying and responding to misinformation in the narrow timeframe before it goes viral.

At the heart of the initiative is a sophisticated multilingual monitoring system that scans short-form video content across platforms including TikTok, YouTube Shorts, and Instagram Reels. The system employs speech-to-text and text-on-screen recognition technologies developed by Full Fact to extract claims from visual media.

These identified claims are then organized into narrative clusters using AI tools created by Fundación Maldita.es. The system recognizes patterns in how misinformation spreads through “emotive and persuasive storylines” that transcend individual platforms and languages.

Fact-checkers across Europe can access a purpose-built dashboard that allows them to search and filter claims by various parameters including date, topic, language, and virality measures. The system also provides alerts when potentially harmful narratives begin gaining momentum in specific regions.

What distinguishes this approach from purely automated systems is the critical role of human expertise. While the tool leverages large language models and vector databases to process information at scale, professional fact-checkers remain central to the operation—validating outputs, ensuring accuracy, and providing essential context that AI alone cannot deliver.

“The work of tackling misinformation will always need human judgment, local expertise and cross-border collaboration,” noted project documentation.

Beyond the technical infrastructure, the collaboration has developed standardized methodologies for prebunking. Through EFCSN, fact-checking organizations across the continent have aligned on definitions and best practices to ensure consistent, timely responses to emerging threats.

The initial version of the tool supports five European languages, with plans to expand to more than 20 by next year—reflecting the multilingual nature of information flows across the continent.

The project comes at a critical moment for information integrity in Europe. Recent elections across the region have been marred by coordinated disinformation campaigns, while health misinformation continues to threaten public health initiatives. Environmental topics have similarly become battlegrounds for misleading content.

Media experts view the initiative as potentially transformative for the fact-checking landscape. By sharing resources and technology, smaller national organizations gain access to sophisticated tools they could not develop independently, while contributing their local expertise to strengthen the network’s collective intelligence.

The Prebunking at Scale project is supported by the European Fact-Checking Standards Network and represents one of the most comprehensive attempts to date at creating a sustainable, collaborative infrastructure for combating false information across national and linguistic boundaries.

“Every false claim that goes unchallenged chips away at trust in democracy, public health and science,” the project team emphasized. “With Prebunking at Scale, we’re adding a new tool to that fight.”
