European Union to Launch Center for Democratic Resistance to Combat Foreign Disinformation

The European Commission is set to establish a new Center for Democratic Resistance, specifically designed to counter disinformation campaigns orchestrated by Russia and other authoritarian regimes that threaten democratic processes across the continent.

According to documents scheduled for publication on November 12, the center will serve as a collaborative hub, bringing together expertise from EU member states and candidate countries. The initiative forms the cornerstone of Commission President Ursula von der Leyen’s proposed “democracy shield,” a key element of her platform when seeking her second term prior to the 2024 European elections.

The EU External Action Service has already identified numerous cases of coordinated disinformation and information manipulation campaigns originating from Russia. One notable example is the “Doppelganger” campaign that targeted European voters ahead of recent elections. This sophisticated operation involved impersonators creating convincing replicas of established media sites such as Die Welt, Le Point, La Stampa, and Polskie Radio to disseminate anti-Western narratives.

These fraudulent websites, believed to have been active since 2022, published fabricated articles designed to discredit European politicians and undermine public support for Ukrainian refugees and the broader Ukraine assistance efforts. The content was strategically amplified across social media platforms to maximize its reach and impact.

Russia is not the only state actor identified as a significant threat. China has also been flagged by EU intelligence services for its information manipulation tactics. According to the EU diplomatic service, Chinese operations frequently employ private public relations companies and social media influencers to create and amplify content aligned with Beijing’s political interests worldwide.

In a revealing 2024 investigation, researchers at Citizen Lab uncovered a network of 123 websites operating from China that posed as legitimate news outlets. These sites were actively spreading pro-Beijing disinformation across 30 countries throughout Europe, Asia, and Latin America.

The severity of these foreign interference operations was starkly demonstrated in Romania, which became the first EU member state to cancel scheduled elections after intelligence services uncovered evidence of a suspected Russian campaign. The operation reportedly included massive cyberattacks targeting Romania’s electoral IT systems and coordinated social media interference promoting an ultranationalist candidate.

Similar concerns have emerged in Moldova, an EU candidate country, where authorities have alleged Russian interference in recent elections. Officials cited evidence of extensive vote-buying schemes and targeted propaganda campaigns designed to undermine democratic processes and sway electoral outcomes.

The proposed Center for Democratic Resistance will function as a central clearinghouse for EU institutions and member states to share intelligence, issue early warnings about emerging threats, and coordinate responses. A key aspect of its mandate will include raising public awareness about foreign governments’ attempts to manipulate information within European democracies.

The initiative represents a significant escalation in the EU’s efforts to protect democratic institutions from external interference. As digital campaigns become increasingly sophisticated and difficult to detect, European officials believe a coordinated response mechanism has become essential to safeguard electoral integrity across the continent.
