Armenia Strengthens Nuclear Monitoring Cooperation with CTBTO
Armenia’s Minister of Internal Affairs, Arpine Sargsyan, met with a delegation led by Dr. Robert Floyd, Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), to discuss ongoing cooperation and future initiatives in nuclear monitoring and seismic data collection.
The high-level meeting, which took place in Yerevan, was also attended by Andranik Hovhannisyan, Armenia’s Ambassador to Austria and Permanent Representative to the CTBTO, underscoring the diplomatic importance of the partnership.
During discussions, Minister Sargsyan expressed Armenia’s commitment to strengthening its collaboration with the international nuclear monitoring body. She highlighted the strategic significance of building capacity among staff at the country’s Seismic Protection Territorial Service, emphasizing the value of employee participation in specialized training courses and conferences organized by the CTBTO.
A focal point of Armenia’s contribution to global nuclear monitoring efforts is the Garni Seismic Station, which Minister Sargsyan noted holds the distinction of being the only internationally licensed station in the South Caucasus region. The facility transmits real-time seismic data via satellite to the CTBTO’s International Data Center in Vienna, ensuring Armenia’s active participation in the global system for monitoring both seismic activity and potential nuclear tests.
The Garni station forms part of the CTBTO’s International Monitoring System (IMS), a network of 337 facilities worldwide designed to detect nuclear explosions anywhere on the planet. This system serves as the technical backbone of the Comprehensive Nuclear-Test-Ban Treaty, which bans all nuclear explosions on Earth.
Dr. Floyd welcomed Armenia’s agreement to host a regional workshop in 2026, describing it as “an important platform” for discussing international monitoring systems and national data centers. The workshop will facilitate experience-sharing among participating countries, potentially enhancing regional cooperation on nuclear test monitoring in a geopolitically complex region.
The CTBTO Executive Secretary praised Armenia as “a reliable partner” for the organization and commended the work of the country’s Seismic Protection Territorial Service. He stressed the importance of Armenia’s National Data Center in ensuring the country’s representation within the global monitoring system.
In a notable acknowledgment of Armenia’s contribution to regional stability, Dr. Floyd thanked Minister Sargsyan for the accurate data provided by the Garni Seismic Station. He specifically mentioned how this reliable information has helped counter disinformation regarding nuclear tests, thereby contributing to peace and stability in the region.
The South Caucasus has experienced significant geopolitical tensions in recent decades, making accurate monitoring of potential nuclear activities particularly valuable for regional security. Armenia’s participation in the CTBTO’s monitoring network represents an important contribution to transparency and confidence-building in the broader region.
Both parties expressed gratitude to the Embassy of Armenia in Austria for its diplomatic support in facilitating this cooperation, recognizing the role of diplomatic channels in maintaining effective international partnerships.
The meeting concluded with discussions on upcoming programs and initiatives, suggesting a continued deepening of the relationship between Armenia and the CTBTO in coming years. As global concerns about nuclear proliferation persist, partnerships like this one demonstrate the importance of international cooperation in monitoring compliance with nuclear test ban agreements and ensuring global security.
