Bulgaria Establishes Coordination Unit to Counter Disinformation Ahead of Elections

Bulgaria’s Foreign Ministry has created a specialized coordination mechanism to combat disinformation and hybrid threats as the country approaches its early parliamentary elections on April 19.

Foreign Minister Nadezhda Neynski issued the directive on March 23, establishing the temporary body amid growing concerns about potential manipulation of foreign policy narratives during the election period. The initiative will be led by Ambassador-at-Large for Resilience Building Maria Spasova, with Deputy Minister Velizar Shalamanov providing oversight.

The new coordination unit represents Bulgaria’s response to the increasing sophistication of foreign interference and information manipulation campaigns that have targeted democratic processes across Europe in recent years. According to the ministry’s press office, the mechanism aims to deliver “coordinated, timely, and coherent institutional responses” to such threats.

Functioning as an interdepartmental working group, the unit will unify efforts across various divisions within the Foreign Ministry, creating a more resilient information environment during a period of heightened vulnerability. Election periods traditionally see increased attempts at foreign interference, with voting processes abroad being particularly susceptible to disinformation campaigns.

The coordination mechanism will perform several critical functions, including centralized monitoring and analysis of disinformation and external influence operations targeting Bulgaria’s foreign policy and electoral processes. The team will produce regular risk assessments and analytical briefings for ministry leadership, with special attention to the organization of voting for Bulgarian citizens abroad.

Electoral integrity for expatriate communities represents a significant concern, as Bulgaria has a substantial diaspora population across Europe and beyond. The coordination mechanism will work to ensure that Bulgarian voters abroad receive accurate information and that the voting process remains secure from interference.

Beyond its defensive operations, the unit will also coordinate the ministry’s strategic communications, implementing targeted messaging designed to counter false narratives and strengthen public resilience against disinformation. This proactive approach reflects growing recognition among EU member states that passive monitoring alone is insufficient to address modern information threats.

The initiative demonstrates Bulgaria’s alignment with broader European and NATO efforts to counter hybrid threats. The coordination mechanism will maintain active cooperation with EU and NATO structures dedicated to combating disinformation, allowing Bulgaria to benefit from allied intelligence and best practices while contributing to collective security efforts.

Civil society organizations and academic institutions will also be engaged as partners in this effort, recognizing that countering disinformation effectively requires a whole-of-society approach. These partnerships are expected to enhance the ministry’s capacity to identify emerging threats and develop effective countermeasures.

Bulgaria’s move comes amid increasing concern throughout Eastern Europe regarding Russian disinformation campaigns designed to undermine democratic processes and foster political instability. As a Black Sea nation and NATO’s southeastern flank, Bulgaria occupies a strategically important position in the regional security landscape.

The establishment of this coordination mechanism reflects Bulgaria’s growing institutional maturity in addressing information security challenges, moving beyond ad hoc responses toward more structured and sustainable approaches to countering foreign interference.

While temporary in nature, focused primarily on the upcoming elections, the initiative may establish valuable processes and partnerships that could evolve into more permanent security arrangements. The experience gained through this coordination mechanism could inform future Bulgarian policy regarding information resilience and counter-disinformation efforts.

The success of this initiative will likely be measured not only by its ability to counter specific disinformation narratives but also by its contribution to maintaining public trust in electoral processes and democratic institutions during a period of political transition in Bulgaria.
