AI Advancements in Cognitive Warfare Present Growing Challenge to Democratic Nations

In a stark warning about emerging threats to global security, French National Assembly Deputy Laetitia Saint-Paul has highlighted how artificial intelligence is fundamentally reshaping cognitive warfare and creating unprecedented challenges for democratic societies.

Speaking at the NXT Conclave 2026, Saint-Paul emphasized that while information manipulation and psychological operations have historical precedents, AI technology has dramatically amplified both their scale and impact. The French lawmaker described how previously complex operations—creating fake accounts, funding influencers, spreading disinformation, and coordinating cross-platform campaigns—have become increasingly accessible through AI tools.

“This isn’t merely another tool in the arsenal,” Saint-Paul cautioned. “It represents part of a broader technological shift comparable to an industrial revolution.” She pointed to AI’s widespread accessibility and its ability to produce convincing content at minimal cost as particularly concerning developments.

To illustrate the real-world implications, Saint-Paul referenced a May 22, 2023 incident when an AI-generated image depicting an explosion near the Pentagon circulated rapidly on Twitter. The fabricated image briefly caused a decline in the S&P 500 index, demonstrating how synthetic content with no basis in reality could trigger financial market volatility within minutes.

“This episode revealed critical vulnerabilities in our information ecosystem,” she noted. “Machine-generated content can now blur the boundaries between reality and simulation with alarming efficiency.”

The French parliamentarian explained that AI now enables automated, large-scale production of narratives capable of influencing collective behavior before facts can be verified. The information battlefield has evolved into what she described as a “war of perceptions” increasingly driven by automated systems rather than human actors.

This technological shift coincides with what Saint-Paul characterized as the “post-truth era,” where emotional responses frequently override factual accuracy. Public support for messages, she observed, is often determined by their ability to trigger emotional responses such as fear or indignation rather than their truthfulness.

“Digital platforms utilize recommendation algorithms that amplify these emotional triggers to capture attention and shape public opinion,” Saint-Paul said. “As a result, disinformation has evolved into a sophisticated form of emotional engineering.”

The lawmaker warned that this trend poses a significant threat to what she termed the “cognitive sovereignty” of democratic nations, particularly when societies depend on digital infrastructures they don’t fully control. The public sphere, she argued, is increasingly shaped by algorithmic systems that influence attention, amplify emotions, and redefine shared perceptions of truth.

Saint-Paul called for robust regulatory responses, urging governments to develop frameworks that safeguard democratic debate, protect electoral processes, and strengthen the cognitive resilience of open societies against these emerging threats.

During her address, she also outlined three proposals from a 2025 fact-finding mission on artificial intelligence and foreign interference that she led for the Foreign Affairs Committee, though specific details of these proposals weren’t elaborated upon.

Saint-Paul’s warnings come at a time when governments worldwide are grappling with AI regulation, with the European Union’s AI Act representing the most comprehensive legislative response to date. Meanwhile, countries like China and Russia have reportedly increased investments in cognitive warfare capabilities, raising concerns about an emerging arms race in the information domain.
