Eight women were killed and more than 50 injured when a shop roof collapsed in eastern Pakistan on Monday as crowds gathered to collect government welfare payments, according to police and rescue officials.

The incident occurred in Rahim Yar Khan, a district in Punjab province, where over 100 women had assembled to receive financial assistance from the Benazir Income Support Program ahead of Eid al-Fitr, the celebration marking the end of Ramadan.

Rescue official Ashiq Mahmood reported that the shop owner had directed some of the women to move onto the roof to manage the large crowd, while others remained inside. The structure ultimately gave way under the weight of the gathered women.

The Benazir Income Support Program, named after former Prime Minister Benazir Bhutto who was assassinated in 2007, provides quarterly payments of approximately 13,000 rupees ($45) to millions of low-income Pakistani families, with women being the primary recipients.

This tragedy highlights ongoing safety concerns during aid distributions in Pakistan, particularly during Ramadan when government agencies, charities, and businesses increase their support to vulnerable populations. The incident follows a similar tragedy in 2023, when at least 11 women and children died in a stampede at a Ramadan aid distribution center in Karachi after hundreds rushed to collect assistance outside a factory.

Punjab province, Pakistan’s most populous region with over 110 million residents, has struggled with infrastructure challenges and safety regulations. Local authorities have faced criticism for inadequate oversight of public gatherings, particularly those involving aid distribution.

“These incidents reflect a systemic problem with crowd management during relief operations,” said Asad Ali Shah, a Lahore-based social welfare analyst who was not involved in the incident. “When essential support is distributed without proper logistics planning, desperation can lead to dangerous situations.”

The welfare program involved in Monday’s incident was established in 2008 and represents one of Pakistan’s largest social safety nets. It serves approximately 7 million households nationwide, providing crucial financial support in a country where nearly 40 percent of the population lives below the poverty line.

Economic pressures have intensified in Pakistan over the past year, with inflation exceeding 20 percent for much of 2023 and food prices continuing to rise. This economic strain has increased reliance on government assistance programs, particularly during religious holidays when families face additional expenses.

Local officials have launched an investigation into the collapse, with preliminary findings suggesting the structure was not designed to support the weight of so many people. Questions about the organization of the payment distribution and why proper crowd control measures were not implemented remain unanswered.

Emergency response teams worked for several hours to rescue victims from the collapsed structure. The injured were transported to nearby medical facilities, with local hospitals reporting that several women remain in critical condition.

Prime Minister Shehbaz Sharif expressed condolences to the families of the victims and ordered a review of safety protocols for future aid distributions. In a statement released by his office, Sharif emphasized the need for “improved logistics and venue selection” for welfare payments.

As Eid al-Fitr approaches, marking the end of the holy month of Ramadan, Pakistani authorities face renewed pressure to ensure safe conditions at similar distribution events scheduled across the country in the coming days.
