The offshore wind project Revolution Wind has begun generating power for New England’s electric grid, marking a significant milestone despite facing political opposition and legal challenges from the Trump administration. Danish energy company Orsted announced Friday that the wind farm is now producing electricity and will gradually scale up operations in the coming weeks until reaching full capacity.

Developed as a joint venture between Orsted and Skyborn Renewables (owned by Global Infrastructure Partners), the Revolution Wind project will provide renewable energy to Rhode Island and Connecticut. Once fully operational, it will generate enough electricity to power more than 350,000 homes and businesses across the region.

The project’s path to activation has been turbulent. Just before Christmas last year, the Trump administration halted construction on Revolution Wind along with four other major East Coast offshore wind developments, citing national security concerns. In response, developers and affected states filed lawsuits challenging the decision. Federal judges ultimately ruled in favor of the projects, allowing construction to resume after determining that the government failed to demonstrate an imminent national security threat that justified the work stoppage.

This was actually the second time the administration had attempted to halt Revolution Wind’s progress. Construction was previously paused on August 22 over similar security concerns before a federal judge cleared the project to continue a month later.

The Biden administration had made offshore wind development a central component of its climate strategy, seeking to expand renewable energy infrastructure along America’s coastlines. In contrast, former President Trump, who frequently expresses his opposition to wind power, has stated his intention to prevent the construction of “windmills.” Since returning to office, he has signed multiple executive orders aimed at boosting fossil fuel industries including oil, gas, and coal.

In response to Revolution Wind’s milestone, White House spokesperson Taylor Rogers said that Trump “reversed course on Joe Biden’s costly green energy agenda that gave preferential treatment to intermittent, unreliable energy sources and instead is aggressively unleashing reliable and affordable energy sources to lower energy bills, improve our grid stability and protect our national security.” Rogers added that the administration “looks forward to ultimate victory on this issue.”

Orsted contends that Revolution Wind will provide significant economic benefits to the region. The company cited a preliminary analysis by the state of Connecticut estimating the project will reduce wholesale energy costs by approximately $500 million annually by 2028.

“Revolution Wind is adding affordable, reliable American-made energy to New England’s grid, helping to meet growing energy demand and lower consumer costs,” said Amanda Dasch, chief development officer at Orsted.

Chris Kearns, acting commissioner of the Rhode Island Office of Energy Resources, described the first power generation as a “significant moment for the state’s clean energy landscape.”

Construction on Revolution Wind began in 2024 at a location approximately 15 miles south of Rhode Island’s coast. The wind farm consists of 65 Siemens Gamesa turbines, each with an 11-megawatt capacity. More than 1,000 workers have been involved in the project’s development.

Connecticut Representative Joe Courtney, a Democrat, highlighted the project’s economic benefits, noting that locally generated wind energy won’t be subject to global energy market volatility, especially relevant as the Iran war continues to disrupt international energy supplies. Courtney also praised the “talented Connecticut building trades workers, who persevered through the Trump administration’s illegal halt work orders.”

As Revolution Wind connects to the grid, it joins a growing portfolio of offshore wind projects aiming to transform America’s energy landscape, even as political battles over the future of renewable energy continue to shape national policy.
