Hong Kong has issued formal protests against Panama’s seizure of two critical ports on the Panama Canal, a move that has intensified geopolitical tensions in a region where U.S.-China competition for influence continues to escalate.

Panama’s government assumed control of the strategically positioned ports on Monday after the country’s Supreme Court invalidated the concession contract held by Panama Ports Company, a subsidiary of Hong Kong-based conglomerate CK Hutchison. The company had operated the facilities, located at each end of the vital waterway, since 1997.

“We have lodged stern protests with Panama’s consulate,” Hong Kong’s Commerce and Economic Development Bureau said in a statement released Tuesday. The bureau expressed “strong opposition and dissatisfaction” with Panama’s actions, vowing to “staunchly support the legitimate rights and interests of Hong Kong corporations overseas.”

The dispute has drawn international attention, particularly after U.S. President Donald Trump’s recent claims that China was “running the Panama Canal” – remarks that highlighted growing American concerns about Beijing’s economic influence in Latin America. The Panama Canal remains one of the world’s most crucial maritime passages, connecting the Atlantic and Pacific Oceans and facilitating approximately 6% of global maritime trade.

China’s government has also entered the diplomatic fray. Foreign Ministry spokesperson Mao Ning stated during a Tuesday press briefing that “China will firmly safeguard the company’s legitimate and lawful rights and interests,” signaling Beijing’s support for the Hong Kong-based firm.

The port seizures come at a particularly complex moment, as CK Hutchison had already arranged to sell its Panama port operations to a consortium that includes asset management giant BlackRock. This deal, reportedly valued in the billions, was struck after the Trump administration began pressuring Panama to reduce Chinese commercial presence in the strategically important waterway.

Panamanian officials have moved quickly to assure the international community about operational continuity. The director of ports for Panama’s Maritime Authority stated during a press conference that the agency “took possession of its ports and will guarantee continuity of operations.” Officials indicated that a transitional operation plan would be implemented for up to 18 months until long-term operators are selected through a new process.

In a televised address to the nation, Panamanian President José Raúl Mulino emphasized that the government’s actions did not constitute expropriation. “The government will keep control of the ports until their real value is determined for corresponding actions,” Mulino said, adding that “everything done was not against anyone, but in compliance with the law.”

The port facilities in question are crucial infrastructure assets that handle significant container traffic entering and exiting the 50-mile canal. Since their privatization in the 1990s, they have represented one of the most visible examples of foreign investment in Panama’s maritime sector.

CK Hutchison, part of the business empire built by Hong Kong billionaire Li Ka-shing, has initiated arbitration proceedings against Panama in response to the seizure. The company is likely to seek significant financial compensation for what it views as an unlawful termination of its operating rights.

Maritime analysts note that this dispute occurs against the backdrop of increasing competition between the United States and China for economic and strategic influence in Latin America. Panama, which established diplomatic relations with Beijing in 2017 after decades of recognizing Taiwan, has found itself navigating complex relations with both superpowers.
